Description
The Department of Veterans Affairs Medical Center, VISN 19 Network Contracting Office (NCO 19), on behalf of Salt Lake City VAMC Dental, plans to contract by means of other than full and open competition for the Bridges and Crowns. The Government intends to award a sole source contract for this requirement. The NAICS code is 339114 and the Classification code is 6520. The Vendor is Nobel Biocare USA, LLC, Dental Products Division, 22715 Savi Ranch Parkway, Yorba Linda, CA 92887. Requested items consist of Zirconia Bridges and Crowns products compatible with a Nobel Procera dental CAD/CAM Scanner. All information is to be submitted at no cost or obligation to the Government. This is not a request for proposal. However, companies that can provide an equal product must submit their technical capabilities to include the technical specification of their product, past performance information, price and delivery time. The information submitted will be reviewed by the Government technical representatives for considering future requirements. Responses to this notice should include the following: name and address of company, Dun & Bradstreet number, business size, and any other pertinent information that demonstrates firm's ability to meet the above requirement. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Activity: The agency responsible for this acquisition is: The Department of Veterans Affairs, VISN 19, VA Salt Lake City Health Care System (VASLCHCS), 500 Foothill Drive, Salt Lake City, UT 84148. 2.Nature and/or Description of the Action Being Processed: The Department of Veteran Affairs proposes to enter into a contract on the basis of other than full and open competition for Nobel Biocare crowns and bridges. "This is a reoccurring requirement "Base year plus four option years "Sole Source "Replenishment of stock will be ordered thru Dental as needed 3.Description of Supplies/Services Required to Meet the Agency's Needs: Zirconia Bridges and Crowns, compatible with a Nobel Procera dental CAD/CAM Scanner The Dental Service has the NobelProcera Dental CAD/CAM scanner. The proprietary conoscopic holography technology enables the production of the widest range of crowns and bridges available on the market. This is an advanced scanning technology capable of capturing the shape of complex objects, like the human tooth with extraordinary precision. This scan is then used to create precise crowns and bridges specific to each patient. The VASLCHCS Dental Service performs 90 implant procedures per month and this system cuts the current wait time for our veterans from four to six weeks to one or two weeks. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(c), as implemented by FAR 6.302. ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Veteran's care can be delayed by two to four weeks, and cost $2500 more per month, if the VASLC Dental service is not able to utilize the Nobel Procera Scanner's products. We currently have a technological equipment that will process prosthetics faster (one to two weeks instead of 4-6) and cheaper with a higher quality product, but we cannot use this technology because the products it produces are not on contract and are only made through Nobel Biocare. There are no other companies licensed to make these products due to existing patents on this technology. In order to prevent a delay in patient care, provide care at a lower cost, and provide higher quality care we need to access the products this sole source. The technology will allow us to utilize dental crowns and dental bridges. 6.Description of Efforts made to ensure that offers are solicited from as many potential sources as deemed practicable: Creation of crowns and bridges can only be done in a laboratory environment. The VA's scanner is proprietary to Nobel Biocare. Nobel has not given authority for other companies to provide this service. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Currently, the Nobel Procera Scanner is on loan to the VA Salt Lake City at no cost.
