Size: 500 NOTICE TEXT: AUTHORITY: The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Walter Reed Army Institute Of Research (WRAIR), under the authority of FAR Part 8.405-6(a)(1)(i)(B) quote mark Only one source is capable of providing the supplies required at the level of quality required because the supplies are unique or highly specialized quote mark, seeks to purchase a BioTek Instruments manufactured Plate Washer (Product#: 405LSRVS) with accessories, via the General Services Administration (GSA) pursuant to FAR Part 8.002-Priorities for Use of Mandatory Sources. DESCRIPTION: The Malaria Serology Laboratory is looking to purchase another Plate washer to match the high output of ELISAs being produced on a daily basis. The BioTek 405LSRVS is a plate washer that aspirates and dispenses buffer into a 96-well ELISA plate. The Microplate Washer is a robot compatible, full plate washer incorporating BioTek's patented Dual-Action manifold with independent filling and evacuation control for precise overfill washing and overflow protection. A need exists to acquire a new plate washer. The Malaria Vaccine Branch (MVB) is at the lead of Malaria vaccine development. So far there is no vaccine against malaria and the Task Area F objective is to develop a vaccine that protects deployed Soldiers and benefits high risk civilian populations around the world. The research and development being conducted at the MVB Malaria Serology Lab is at the cutting edge of science and is considered by peers as the International Reference Serology Lab for Malaria testing. This designation has been earned due to strict regulatory standards that this lab adheres to according to Good Clinical Laboratory Practices (GCLP). The demand on the core serology services offered by this lab has increased by ~60% this year (2014) compared to last year (2013). This upsurge in testing requirements requires expanding our capabilities and therefore having the BioTek 405LSRVS is essential for consistency in reporting results to customers. Having this particular brand and model ensures that all ELISA results will be comparable with past clinical trial study results performed on identical machines in our laboratory. Having this particular brand ensures that the level of accuracy and precision of our results will continue to be maintained over time. The standardization of all equipment is the key in maintaining consistent and high performance output. Additionally, it is important that consistency is maintained when generating data as a result of using the BioTek washer. Prior BioTek washers were purchased in 2009 and 2010. Both have been validated as dictated by the laboratory's GCLP standards. If any other make and model were used, it would require another validation of the equipment and results produced by the washer will differ from previous results of the similar make and model. Validation of the washer reflects assay stability and variability. This is why having a similar make and model will be critical for the success of the mission of the laboratory. Having a different make and model will cost more money and more time to validate a new machine. The time to validate would also delay our mission and delay the reporting of our clinical trial results to clients. As a GCLP compliant laboratory, having a similar make and model of the washers would ensure closeness of agreement between measurements of the same specimen and minimum bias. BioTek washers are the only products available today with built in ultrasonic cleaners able to automatically prime with cleaning solution, sonicate tubes to remove any protein or salt crystal build up and re-prime with rinse or wash buffer leaving the instrument clean and ready for its next wash. The award for a BioTek Instruments, Inc manufactured product represents the best value to the Government because it offers the only plate washer that meets mission requirement and adheres to the strict GLP standards of this Lab. Using any other product will results in defaulting on the testing schedules to researchers at WRAIR as well as other customers using this lab for their Malaria Serology needs. Furthermore, oftentimes researchers compare current results with results from past clinical trials and therefore purchasing a different plate washer may disqualify any interpretation of serology results due to a change in SOPs and practices in the analytical lab. The BioTek 405LSRVS researched by the Malaria Serology laboratory is found to be the exact make and model required to run the ELISA assays. This specific make and model will be the same make and model previously purchased from the company that will produce results that will demonstrate accuracy, precision, and repeatability. BioTek, Instruments, Inc. is the only manufacture that can meet this need. The Malaria Serology Lab is a GCLP-compliant lab that has established SOPs that must be followed. The SOPs are built around this particular model and therefore, having another model would necessitate changing all the SOPs and re-training all our technical staff. The requested plate washer from the proposed manufacturer is uniquely qualified and the only product that will suffice to maintain continuity in lab operations. All capability statements received by closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Based on the above information, the only technically acceptable product can be provided by BioTek, Instruments, Inc. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
