Description
2014 Special Operations Forces Warrior Industry Collaboration (SOFWIC) Days The Program Executive Office Special Operations Forces Warrior (PEO-SW) will be holding "Industry Collaboration Days" on 29 OCT at HQ USSOCOM, Building 501E, 7701 Tampa Point Blvd, MacDill AFB, FL 33621, and on 31 October at the DoubleTree Hotel Tampa Airport-Westshore, 4500 West Cypress Street, Tampa, FL 33607 (General sessions will take place at the DoubleTree location on 31 OCT). PEO-SW provides rapid and focused acquisition of Special Operations Forces (SOF)-peculiar capabilities to USSOCOM operators conducting decisive ground SOF activities and global operations against terrorist networks. PEO-SW is a critical enabler to SORDAC's no fail mission to provide effective, wide-ranging, time-sensitive capabilities to widely dispersed and often isolated SOF in several unique commodity areas. The purpose of these collaboration days is to provide industry with an opportunity for a focused engagement with members of PEO SW and the Science and Technology directorate to share ideas that facilitate the delivery of innovative capabilities to the Special Operations Forces (SOF) warfighter. To alleviate any confusion, please read the whole announcement thoroughly and refer to the agendas provided. The first day of this event is a follow-on to the classified JSOC Capabilities and Technologies Expo (JCTE) held on 10 June 2014 in McLean, Virginia. The intent of the JCTE was to "inform and influence industry's internal investment decisions in areas that address SOF's most sensitive and urgent needs." Industry partners who have reviewed the classified Capability Needs List released in conjunction with the JCTE may submit unclassified, two-page white papers for potential presentations as part of the first day's agenda. This agenda will consist of eight, forty-five minute, invitation-only sessions. Registrants from the June JCTE will also receive an email detailing this opportunity. Priority for the eight sessions will be given to industry funded efforts that best align with the needs detailed in the Classified Needs List. Discussions that follow during the event between presenters and the Program Manager's and user representatives in the audience through the form of Q&A may be up to the SECRET/NOFORN level. Presenters of selected white papers will receive their invitation via email. Responses may be sent to the JCTE email invitation and/or in accordance with the guidelines for submitting topic nominations detailed in the paragraph below. Non-attendees of the prior JSOC Capabilities and Technologies Expo may submit unclassified, two page white paper nominations addressing innovative technologies to close gaps as outlined in the commodity/capability areas listed below for consideration as part of the second day's agenda, 31 October, at the Doubletree Hotel. Submission guidelines can be found further in the announcement. These white papers will be evaluated and vendors will be notified by email if they are invited to present their technologies. Day 2 will begin with general sessions consisting of introductory presentations by Special Operation Research, Development, and Acquisition Center (SORDAC) leadership, an overview of PEO-SW war fighting commodity areas, forecasted contracting opportunities for FY15 and beyond, and introductions by the Director, Science and Technology (S&T), Small Business Innovation Research (SBIR), Technology Industrial Liaison Office (TILO), and the Tactical Assault Light Operator Suit (TALOS). General Sessions are unclassified and open to all industry representatives. Seating is very limited and will be available on a first come, first serve basis. You must register to attend, walk-ins will not be permitted. Attendees must present some form of government (federal or state) identification at check-in. For those only participating in the General Session, representatives from S&T, TILO and SBIR will be available to answer questions in the afternoon. After the general sessions in the morning, the remainder of the day will consist of 20 minute, invitation-only, sessions for selected industry "White Papers" to program managers and user representatives. No other vendors will be allowed in these sessions besides the presenting company. Warfighting commodity areas of interest for "White Papers" follow: Ground Mobility: • Passive noise cancellation for engines • Reduced visual signature (e.g. camouflage, 3D camouflage) paint treatments • Lightweight (thin) Transparent Armor (GMV 1.1 and Non Standard Commercial Vehicles) • Rapid Emergency Egress doors • Amphibious mobility: Light Tactical All-Terrain Vehicle (LTATV) • Purpose built, inconspicuous armored and unarmored (Non Standard Commercial Vehicles) • Over Snow Mobility • Lightweight Transferrable Armor • Low Visibility SATCOM antenna Visual Augmentation Systems: • Head-mounted Devices for: Seamless transition from low light to high light (transition time) Seamless transition to weapon sight while wearing Night Optical Devices (NODs) Jamming enemy image intensifier Multi-spectral night vision Increased field of view without loss of resolution Import/export data or images • Hand Held Devices: Integrated Night Optical Device (INOD) compatible spotter scope capability Capture biometric data for facial recognition Adaptive multispectral night vision Import/export data or images Sensing wind speed/direction to 1500 - 2000m; calculate ballistic offsets Reduce size, weight and power for smaller pocket configurations • Weapon Mounted Device: Integrated-Wireless universal power source rail system Assault Optic/visible bright light/visible laser/non-vis laser/range finder Universal wireless remote Undetected Aiming laser/pointer High definition displays for weapon sights (crew served, sniper) Capturing biometric data for facial recognition Wireless Import/export data or images Sensing wind speed/direction to 1000 - 2000m; calculate ballistic offsets Range dependent disturbed reticle sight Adaptive multispectral night vision Reducing complexity, weight, and bulk Cost and complexity reduction • Fires / LASERs: Non-laser marking device or passive target engagement. Incorporation of terrestrial and celestial navigation into Joint Terminal Attack Controller (JTAC) equipment Integration of Inertial Navigation System (INS) equipment with minimal start up time JTAC Simulation equipment including portable range equipment Long Range image data transmission Non-proliferated band (out of band) illuminator/laser/sensor Non-laser marking device or passive target engagement. Day 1, 29 OCT, HQ USSOCOM: • Industry that attended the JCTE in June 2014 and then submitted a white paper that is selected for presentation. Day 2, 31 OCT, Doubletree Hotel: • Industry (large and small businesses) interested in gaining additional insight into future SOF capability needs. • Companies interested in partnering with PEO-SW in efforts jointly shared and funded through the use of a CRADA. Note: If you have a paper chosen for Day 1, you may also attend or have a paper chosen for Day 2. End State and What to Expect Afterwards? • As an end state, industry can expect to better understand the needs and focus areas of the PEO - Special Operator Forces Warrior portfolio. • Companies can gain knowledge of Cooperative Research and Development Agreement (CRADA) efforts, and other contracting and subcontracting opportunities. • Representatives from all business types can receive feedback through general session Q&A and follow on feedback from the user community if their technologies information is deemed valuable and passed on. • Our next engagement will be a calendar date for the next JCTE aligned with SOFIC 2015, 19-21 MAY 2015. This will be a yearly event that will allow us to work with and relate our classified capability interests to industry. Registration and "White Paper" Submission Guidelines Submitted unclassified whitepapers are discouraged from being marketing in nature, or previously submitted ideas. The PEO-SW office is looking for true innovative, out-of-the-box thinking, conceptual approaches, and ideas on how industry can provide potential solutions. Each respondent will submit an unclassified "White Paper" in the following format: * No more than two unclassified pages in length in Word or pdf format including graphs, pictures, and analyses. Documents longer than 2pages will not be considered in its entirety. * Page size shall be 8.5x 11 inches; font size shall be 12 point. * Cover page and table of contents, if included, will not be included in the page count. Include the following information at minimum: * Clearly identify the tactical and/or cost reduction benefits of your effort. * Identify the technical and programmatic risks you foresee in completing your design and include your program plan, timeline, testing, and current design level effort. * We are looking for mature technologies that would be available for operational environment testing or qualification (ie.TRL 7-9). If you have lower TRL technologies, please refer to the S&T directorate site and feel free to attend the general sessions. Based on the Government's assessment of the potential value and significance of the white paper provided, your company may be selected to discuss with program management and user representatives. Selectees will be notified via e-mail ( SOFWIC@socom.mil ). As noted, there are two possible dates and locations. The first day (29 OCT) is ONLY for vendors who participated in the JSOC Capabilities and Technologies Expo. The second day (31 OCT) is for all other respondents. Once selections have been made, vendors will be notified of a time and location of their presentation via email. Interested respondents are requested to submit white papers and register via the SOFWIC Registration site located at http://www.socom.mil/sordac/Pages/SOFWICWHitePaperSubmission.aspx, which will officially close on 26 September 2014 or when maximum capacity has been reached. If any uploading issues are experienced, please also email your white papers via e-mail ( SOFWIC@socom.mil ). If interested, vendors can also register to attend the general session briefings using the above site without submitting any white papers. Seating will be strictly limited so prompt registration is highly recommended. Once your registration has been submitted, additional coordinating information will be received from email ( SOFWIC@socom.mil ). Respondents are allowed to submit more than one white paper if they have more than one technology that they would like to present. However, please only submit papers that will specifically cover the technology areas mentioned above or during the JSOC Capabilities and Technologies Expo. In an attempt to limit headcount and allow for maximum exposure to different vendors, there will be a maximum of two people per vendor. If you are a large company which has multiple business units, or multiple papers to present with different subject matter experts, we are allowing two presenters per white paper registration. Please note that this event is for collaboration purposes only. It does not constitute a specific offer or commitment by USSOCOM to fund, in whole or in part, any opportunities referenced herein. Approved attendees are responsible to coordinate their own lodging and transportation requirements; this is an invitation and should not be construed as a requirement for which the Government is financially liable. Respondents will not be reimbursed for any travel, labor, information, etc. they provide to this Special Notice. No contracts will result from SOFWIC participation and/or white papers received; however, information may be used in market research. This PEO-SW collaboration event is in accordance with FAR 15.201 and is specifically for future advancement and emerging technologies that would significantly impact designated commodity areas. This is NOT a Broad Agency Announcement, solicitation or request for contractual offers. Collaboration is used to gather information from industry without any promise of a current or future contract or requirement. Information provided cannot be used to create a binding contract. Interested participants are requested to follow our submission guidelines to minimize expending extensive effort in preparing a "White Paper" that may not be considered or submitting unneeded proprietary information. All proprietary information will be safeguarded in accordance with FAR 3.104 and 18 U.S.C. § 1905. UPDATE: The unclassified portion of this year's SOFWIC has been changed from 30 October 2014 to 31 October 2014. This session is open to all who have registered. The location remains changed. Submitters of white papers will receive notifications on or about 10 October whether their paper was selected for presentation. We regret any inconvenience this change may cause registrants.
