- This requirement is for the turnkey design, supply, delivery, assembly, installation and training of one (1) each Modular Cold Chamber for Sentinel radar asset testing to include one (1) year warranty and preventative maintenance IAW TYAD Statement of Work and attachments. The contractor shall provide all engineering, design, supervision, labor, equipment, and materials to fabricate, deliver, assemble and install the Modular Cold Chamber on-site, within Building 3005 at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466. Chamber requirements include: modular construction and assembly for interior application, minimum size of 13'W x 16'L x 13'H and remote condenser for cooling application designed at 95F ambient air temperature. Chamber shall be able to simulate environments from negative 46 degrees C to positive 25 degrees C. Solicitation W25G1V-14-R-0027 will be issued as a 100%Total Small Business Set Aside FAR 52.219-06 by the U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG),Tobyhanna Division (TYAD) Attn: CCAP-CCT 11 Hap Arnold Boulevard, Pennsylvania18466-5100. The Agency intends to procure a quantity of one (1) each Modular Cold Chamber for asset testing to include one (1) year preventative maintenance IAW TYAD Statement of Work and TYAD Small Chamber Drawing 3005 which will be provided at the time of solicitation issuance. Inspection, acceptance and FOB will be destination. The RFP will require 4 separate lines of pricing- one for all Cold Chamber Material with a 12 mo commercial warranty, one for Chamber Installation and, one for Chamber Training and one for 12 month Preventative Maintenance. All equipment must be new. Used or refurbished equipment is not acceptable. The Government shall have the rights to any equipment technical data which will be developed at Government expense. Required final outcome of this project is to have a fully functional system completed by 19 Nov 2014. A site visit will be held after issuance of the solicitation. Dates of the site visit shall be coordinated through the Senior Contract Specialist. It is strongly recommended that prospective offerors attend a site visit prior to submitting a proposal. The site visit will give offerors the opportunity to consider the layout and floor space of the system within the installation area. Defense Federal Acquisition Regulation 225.1 -Buy American Act - Supplies, applies to this acquisition. DFARS 252.225-7001 - Buy American Act and Balance of Payments Program, will be included in the solicitation. As stated above, in accordance with FAR 19.502-2(b)(1) this requirement has been designated as a 100% Total Small Business Set-Aside. NAICS code is 333999, Size Standard is 500 employees. This acquisition will be pursued in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. The RFP will be available for download on the FEDERAL BUSINESS OPPORTUNITIES PAGE. Vendors wishing an electronic copy may download the RFP on or after the issue date at the following internet address: https://www.fbo.gov/. At Keyword/Solicitation Number, insert W25G1V-14-R-0027 and click SEARCH. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. All proposals submitted shall require a technical proposal describing the Contractor's proposed equipment and capability to provide the requirements of the solicitation and statement of work. In addition, recent and relevant past performance for same or similar requirements which demonstrate capability and successful performance on previous contracts will be required with proposal submitted. Any resultant contract shall be Firm Fixed-Price, one (1) award. In order to be eligible for an award, all prospective offerors must be registered in System for Award Management (SAM) and be found to be responsible in accordance with FAR 9.1 - Responsibility of Prospective Contractors.
