- Description
- The Department of the Interior (DOI), Bureau of Land Management (BLM), requires a contractor operated and maintained airplane, as specified by the solicitation, for exclusive use smokejumper support. BLM requires a high wing, multi-engine, turboprop airplane for transporting and dropping smokejumpers, transporting and dropping paracargo, reconnaissance, testing of parachutes and other aerial equipment, transportation of personnel and cargo in support of fire suppression activities, search and rescue, natural resource missions, and other administrative and related resource activities as directed by the Government. The airplane's reporting base is Boise, Idaho; however, the airplane will be subject to dispatch anywhere in the lower 48 United States. The resulting Indefinite Delivery, Indefinite Quantity (IDIQ) contract's performance period will be for one year with four individual option years. The Government will elect to award a contract with an annual exclusive use period of 90 days or 120 days under which the payment for daily availability is guaranteed subject to unavailability. After the 90-day or 120 day exclusive use period expires, aircraft services may be extended by mutual agreement of the parties. Any extension of aircraft services will be on a day-by-day basis, at the sole discretion of the Government. The anticipated issue date of the solicitation is on or around October 3, 2014. Offers will be due on October 28, 2014 unless an extension for submission of offers is authorized by an amendment to the solicitation. This solicitation is set aside for small businesses. The NAICS code is 481211, Nonscheduled Chartered Air Passenger Transportation, and the small business size standard is 1,500 employees. The apparent successful offeror must be registered in the System for Award Management (SAM, www.sam.gov) to be awarded a contract.
