- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (i) Solicitation W912CM-15-T-7001 is issued as a request for quotation (RFQ) (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iii)Since requirements are for use outside the continental U.S. and its outlying units, the set asides and the Small Business standards do not apply to this solicitation. (iv) See Attachment 1 for the contract line items (CLINs), detailed description of required services, quantities, and units of measure. (v) Description of requirements: For acquisition are non-personal services for USAG Wiesbaden, Germany Chaplain's Office requirement for a Catholic Priest. (vi) Performance is for one year from 01 Dec 2014 to 30 Nov 2015 at US Army Garrison, Wiesbaden Germany. Note: Award is SUBJECT TO AVAILABILITY OF FUNDS. (vii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (viii) Award will be made to the most qualified offeror in terms having direct and longer period of experience for providing same or similar services. To be rated quote mark qualified quote mark, the offeror must meet all the required qualifications. Experience in performing same or similar services is the most significant factor. A lesser qualified offeror may be considered if the most qualified is not affordable. Note that the Government may conduct an oral presentation if deemed necessary to determine offeror's knowledge of the Catholic Doctrine. If needed, all offerors shall be notified and scheduled for the oral presentation. Refusal or failure to appear at the scheduled oral presentation disqualifies the offeror from further award consideration. (ix) The vendor must include a signed/completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer (Attachment B). If vendor has an on-line certification in SAM (known as ORCA) which has been updated for the last 12 months, the vendor needs only to state this fact on the offer cover sheet (Attachment A). If ORCA has not been updated, Offeror must submit completed Attachment B. (x) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Attachment C states the addenda to this clause. (xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Attachment C shows these in full text with the clauses applicable to this procurement marked quote mark X quote mark. (xii) The vendor shall state the commercial warranty for all or for specific items when applicable. (xiii) The Defense Priorities and Allocations System (DPAS) does not apply to this solicitation. (xiv) The offer shall be submitted via email on 03 Nov 2014, 1400 hours, CET, Wiesbaden, Germany local time.
