Description

The U.S. EPA intends to negotiate on a sole source basis with Petroluem Analyzer Company (PAC) in accordance with FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. PAC is the only known source to provide an Automatic Distillation unit capable of performing atmospheric pressure distillation of petroleum and biofuel products in accordance with ASTM D86 and capable of interfacing with an existing HLIS HDA 3.0 Build 004 system. The HLIS software is proprietary to PAC and only distillation units manufactured by PAC will operate with the HLIS. This procurement will be accomplished using FAR Part 12 and 13 procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit a capabilities statement via the FedConnect website at www.fedconnect.net. Documentation must be submitted within 15 calendar days of the date of the publication of this notice. Telephone requests will not be honored.
