Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, using FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. The RFQ (Request for Quote) number is N00189-15-T-0003. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-76 and DFARS Change Notice 20140930. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and www.acq.osd.mil/dpap/dfars/index.htm. The proposed contract action is for commercial supplies for which The NAVSUP Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to solicit to Small Business concerns only. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals; therefore, all bids, proposals, or quotations received by closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or at https://www.sam.gov. The supplies to be acquired are for the modernization of the Ship barbershop onboard USS KEARSARGE (LHD 3) located in Norfolk, VA. This acquisition will result in a Firm-Fixed-Price contract under NAICS 337215 with payment via electronic invoicing. The speculated period of performance is 20 October 2014 15 December 2014. SUPPLIES TO BE ACQUIRED: NEXCOM requires contractor support to fulfill the habitability improvement modernization package, c/o USS KEARSARGE (LHD 3), for the Ship s barbershop. The contractor is to fabricate and provide a) custom barber counters and sinks, b) bench seat/storage bench; c) Barber mirrors and lighting, d) Custom storage locker, e) tile deck. The contractor will also need to a) remove existing deck; b) remove false partition walls; c) paint space. All materials procured and installed shall be in accordance with (IAW) Military Specifications MIL-STD-1623 and shall comply with all safety requirements as specified by OSHA. Fabrication, welding, and inspection shall be IAW MIL-STD-1689A (SHIPS). The contractor shall be responsible for complying with all relevant NAVSEA Technical Manuals to include, but not limited to: (A)NAVSEA Tech Manual S9AA0-AB-GOS-010/GSO General Specifications for Overhaul of Surface Ships (B)NAVSEA Tech Manual S9AA0-AB-GOS-030 SUPPLEMENT General Specifications for Ships With the Aegis Addendum (C)NAVSEA Tech Manual S9086-VD-STM-010/020/030 Chapter 631 v1, v2, v3, Preservation of ships in service.
