- Work statement, BPA and instructions Form SF 1449 DESCRIPTION OF BLANKET PURCHASE AGREEMENT: The supplier agrees to furnish appraiser services for properties in the State of Michigan assigned in accordance with the attached Performance Work Statement (PWS), terms and conditions. BACKGROUND: USDA Rural Development (RD) provides loans to eligible applicants for multi-family housing properties. In support of this program, RD requires the services of qualified persons or firms to provide appraisals of subsidized Multi-Family Housing properties. All appraisals must be in compliance with the current edition of the Uniform Standards of Professional Appraisal Practice (USPAP) and Rural Housing Service (RD) Multi-Family Housing appraisal requirements (supplemental standards), which are set forth in the PWS, 7 CFR 3560, subpart P, Chapter 7 of the RD HB-1-3560, and any current pertinent administrative notices. The appraiser should note that there are other agencies within Rural Development with different appraisal needs and requirements. PROFESSIONAL QUALIFICATIONS: All Agency Multi-Family Housing appraisals must be written by a State Certified General Appraiser, certified in the State in which the subject property is located. The appraiser must have the specialized knowledge and experience necessary to be competent to appraise subsidized housing. The appraiser must understand the housing programs, value types and definitions, real and intangible property rights, use restrictions, pertinent tax considerations, and methods for valuation of various types of favorable financing involved in the appraisal of subsidized housing. PERIOD OF PERFORMANCE: This agreement shall be in effect throughout fiscal year 2015, or until cancellation by either party upon 30 days' prior written notice. In the event of cancellation, performance of outstanding orders under the terms and conditions herein shall continue until completed in accordance with order deadlines, unless the work is cancelled by the Contracting Officer. This agreement may be renewed upon its expiration by mutual written agreement between the parties for two consecutive years. CONTRACT AWARD DOLLAR AMOUNT: Government will select up to 5 appraisers to execute a purchase agreement. Rough estimated total requirement (3 years): $80K. ANTICIPATED AWARD DATE: October 24-30, 2014 ADDITIONAL INFORMATION about the appraisal requirements may be obtained at http://www.rurdev.usda.gov/Handbooks.html (Chapter 7 of the RD HB-1-3560, MFH Asset Management Handbook). QUOTE SUBMISSION INSTRUCTIONS: See Attachment 2 of the MFH Appraiser PWS. Replies are due to the contracting officer by October 23, 2014 at 4:30 p.m. ET. Submissions that do not conform to the instructions may not be reviewed.
