- The purpose of this contract is to acquire contractor-supported-labor services in support of the public affairs offices of Joint Region Marianas and Naval Facilities Engineering Command Marianas. The Joint Region Marianas (JRM) Public Affairs Office (PAO) is responsible for the release of Navy information to the general public and serves as the focal point for public contact with the U.S. Navy on Guam. JRM PAO supports military installations in the JRM area of responsibility and other service commands in the capacity as Commander, U.S. Pacific Command (USPACOM) Representative to Guam, Commonwealth of the Northern Marianas Islands, Federated States of Micronesia and Republic of Palau as well as Commander, U.S. Naval Forces Marianas. The JRM PAO provides timely and accurate information to the general public and to military and civilian personnel as appropriate; monitors public feedback and coverage of Navy and Defense matters; and coordinates/participates in activities providing an opportunity for Navy interface with the community. Naval Facilities Engineering Command Marianas ™ mission includes utilities services (electricity, water, steam, air, and wastewater treatment); maintenance and operation of a large fleet of cars, trucks and heavy equipment, engineering services, an array of contracting capabilities for services and construction, real-estate and environmental assistance to include laboratory services to its Navy, Marine Corps, Air Force and other Department of Defense supported commands. The Government will provide direction to the Contractor for news products. The direction will normally be in broad terms, limited to general areas of content and subjects for emphasis and policy matters. Direction for journalistic and photographic services will be described in terms of objectives to be achieved for individual events and tasks. All news products and materials shall conform to JRM and NAVFACMAR policy and be in the best interests of the Navy ™s public image. Performance Period: Mobilization Period: 15-31 December 2014 Base Period: 1 January 2015 “ 14 December 2015 First Option: 15 December 2015 “ 14 December 2016 Second Option: 15 December 2016 “ 14 December 2017 This is a Indefinite Delivery Requirements contract with Firm Fixed Pre-priced line items. To be eligible for contract award, offerors must be registered the DoD System for Award Management (SAM). Register via the SAM website http://www.sam.gov. All prospective offerors interested in submitting a quote must have valid Government Entity (CAGE) code. It is the offerors responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution of amendments.
