- **NOTE: The subject requirement will be posted to FEDBIZOPPS and solicited via Solicitation No. N50054-15-R-0003. Please reference Solicitation # N50054-15-R-0003 for all additional information. Mid-Atlantic Regional Maintenance Center (MARMC), PO Box 215, Portsmouth, VA, 23705-0215, is seeking to identify potential sources to accomplish a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for submarine preservation. The contract will be for a base year with four one-year option periods. Award will be based on best value procurement utilizing technical, past performance, and price as evaluation factors. This procurement is not restricted to MSRA/ABR contractors. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to perform depot level preservation on USS Naval SSN to include Virginia Class, SSBN & SSGN Class submarines. Work may be performed at one of the following locations: Norfolk Naval Shipyard (NNSY) or Naval Station Norfolk. Typical work performed during an availability may include blasting, preservation, and surface preparation for complete or touch-up preservation for the internal and exterior tanks, bow structure, exterior and interior sail and/or turtleback, free floods, bow dome areas above the boot top, exterior hull, and non-skid removal and installation. Preservation work will include blasting and painting one hundred percent (100%) high solids and non-high solids coatings. Additional work may include the cleaning of sanitary and other tanks, construction of scaffolding required to accomplish submarine preservation work, general shipboard cleaning, zinc replacement, and lead ballast removal and installation. This is a follow-on procurement. The current contract numbers are N40025-07-D-7016. Potential sources are advised that a significant quantity of red badge personnel will be required. Red badges are issued to individuals who have a final government clearance. For the purposes of this procurement, all red badge contractor personnel working at NNSY shall have a minimum of a DoD Confidential clearance. Accordingly, personnel shall currently have a valid red badge or have the necessary security clearance to be eligible to obtain a red badge from NNSY. Offerors should also be aware that contractors performing blasting operations (abrasive and waterjetting) or paint/nonskid application must be certified in accordance with QP-1 of Systems and Specifications, SSPC Painting Manual, Volume 2 or NAVSEA-approved equivalent. NAICS code 336611 applies with a size standard of 1,000 employees. Potential sources are notified that the Limitations on Subcontracting clause (FAR 52.219-14) will be included in any RFP set aside for small business concerns. Sources are requested to identify any ongoing Government contract vehicles they may have for the same or similar work. Please include the name and number of the ongoing contract, contract scope, contract type, period of performance, dollar thresholds and limitations, the issuing Government agency, and the name and telephone of the Contracting Officer. Additionally, sources need to specifically address the capability of providing a significant quantity of red badge personnel. This contract information should be concise. Only interested parties who intend to submit a proposal should submit a written expression of interest to the address provided no later than 16 May 2014. This Sources Sought notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach.
