- This notice is a Sources Sought Synopsis only. This is not a solicitation posting. This notice serves as a marketing research tool for which the information obtained will be used for preliminary planning. The National Guard Bureau (NGB) Contracting Office will use the information received from this notice to supplement its decision making process as to the specific set-aside to be used if available. The Sources Sought notice will serve as a survey of the market for U.S. Small Business entities under the following categories: Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, SBA certified Service Disabled Veteran-Owned Small Business (SDBOSB), SBA certified Women-Owned Small Business (WOSB) and SBA certified Economically Disadvantaged Women-Owned Small Business (EDWOSB). This notice is not a Request for Proposal and is not a commitment by the Government for any purpose other than market research. Responding to this Source Sought is strictly voluntary and is not subject to reimbursement for any costs associated with preparation of the information submitted. The National Guard Bureau Contracting Office is seeking capability, current and relevant experience and performance of potential Small Businesses as identified above to furnish Installation Bird/Wildlife Aircraft Strike (IB/WASH) management plans and environmental assessments of airfields utilized by the Air National Guard. The Scope of this requirement: The Air National Guard (ANG) flying units and airfields controlled by the ANG are required by Air Force Instruction (AFI) 91-202 to have a Bird/Wildlife Aircraft Strike Hazard (IB/WASH) Plan at each unit and/or active airfield. To meet this requirement, the ANG must contract for a Federal Aviation Administration (FAA) Qualified Airport Wildlife Biologist to assess ANG airfields, recommend mitigation strategies and prepare the appropriate documents. NAICS code 546120 - Environmental Consulting Services with a small business size standard of $14 million. The proposed contract will be for a base period of 12 months and four (4) twelve (12) month option periods for a total of 5 years maximum performance. The estimated total cost for the contract to include options is $1,696,705.33.
