- Draft Statement of Work Activity Hazard Analysis NIST Safety Plan Requirements This is a Request for Information (RFI) being released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research. The Department of Commerce, National Institute of Standards and Technology (NIST) in Boulder Colorado is soliciting information in preparation for unprepared scrap removal services. NIST is reaching out to industry and is open to all comments and suggestions. NIST is anticipating issuing a contract for a 12-month base year with four (4) 12-months options whereby the contractor will pay NIST a fixed price for unprepared scrap per Gross Ton. The contractor will provide recyclable container (s) with the capacity to receive scrap metal and shall deliver and pick-up recyclable containers to and from the NIST Boulder, Colorado site. NIST's authority to sell scrap is derived from the code of federal regulations (CFR) 41 CFR 102-38 Section 295. Award of a contract is anticipated for December 2014. The anticipated contract will be awarded based on the highest price technically acceptable (acceptability of the service offered that meets the agency needs in accordance with the Statement of Work (SOW); price and past performance (established strategic and long term relationships within the scrap industry). Purpose of this RFI: NIST is issuing this RFI to gather industry information pertaining to unprepared scrap removal services. NIST is reaching out to industry to identify solutions to streamline the removal of unprepared scrap from the Boulder, Colorado site and to identify possible alternative approaches in appraising the scrap. NIST has included a Draft Statement of Work (SOW), NIST Safety Plan Requirement Checklist, and Activity Hazard Analysis attachments with this RFI to solicit and receive comments and questions. This RFI is issued solely for informational, market research, and planning purposes. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NIST is not seeking nor will accept any invitation for bid, request for quotation, or request for proposal at this time. Respondents are advised that the United States Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Responses to this notice are not offers and cannot be accepted by the United States Government to form a binding contract. Comments and/or Questions and Suggestions: Comments and/or questions and suggestions concerning this RFI may be submitted via electronic transmission to Miguel Vasquez at Miguel.Vasquez@nist.gov. All responses shall be submitted no later than 5:00 p.m. (MST) November 7, 2014. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be a combined synopsized/solicitation on (www.fbo.gov). It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. RFI Site Visit: In addition to this RFI, a site visit in support of the Government's requirement for unprepared scrap removal services will be held October 30, 2014 at 1:30 PM MST. The site visit is for informational purposes in order to allow potential offerors to view the unprepared scrap metal and provide feedback. Please note that any associated travel costs and expenses will not be reimbursed by the Government. All interested parties planning to attend the scheduled site visit must send an email message to Miguel Vasquez, Contract Specialist at Miguel.Vasquez@nist.gov, no later than 5:00 p.m. (MST) October 27, 2014 to reserve a spot. At that time you will receive further instructions regarding the site visit. The email must provide the following information: name of company or organization, a list of ALL attendees (full name), name of the primary contact, including mailing address and phone number. Due to space constraints, interested parties will be limited to a total of two (2) people per company or organization.
