- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS OPPORTUNITY IS AVAILABLE ONLY TO SMALL BUSINESS CONTRACTORS. This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91236-15-R-0004 is issued as a Request for Proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at http://farsite.hill.af.mil/. The North American Industry Classification System (NAICS) code is 336611, and the Small Business Size Standard is 1000 employees. This solicitation is 100% Set-Aside for Small Business contractors as verified by the Small Business Administration. The U.S. Army Corps of Engineers, Norfolk District intends to issue a Firm Fixed Price contract for the Dry Dock Maintenance and Repair of the Survey/Work Boat ADAMS II. The services in accordance with the General Requirements, the Performance Work Statement (PWS) Work Items 1 through 12 and all conditions of the contract must be completed within 45 calendar days from date of contract award. The Bid Schedule inclusive of PWS Work Items 1-12 is included as an attachment. Offerors must certify in writing in accordance with FAR 52.203-6 that the prime will perform at least 50% of the work required under this request for proposal. NOTE: The proposed mooring location for the Dry Dock Services shall be performed within 60 miles of the Norfolk District Headquarters at 803 Front Street, Norfolk, Virginia 23510. The Government intends to hold a site visit for all interested parties on Monday, 10 November 2014 from 8:30-11:30 at the Norfolk District, Corps of Engineers located at 803 Front Street, Norfolk, Virginia 23510. Please be prepared to show identification for security purposes. This site visit will provide the opportunity to tour the vessel, take pictures (at the discretion of the Government) and to make notes regarding the vessel's condition. The site visit will not be a forum for inquiries or technical questions. Any technical questions can be provided via email to Cheray Schamp-Bazar at Cheray.L.Schamp-Bazar@usace.army.mil by no later than 4:00 PM EST on 20 November 2014. Questions will not be accepted after this date. Award shall be made to the responsible offeror whose quote conforms to the solicitation requirements, demonstrates the ability to perform all work, and offers the lowest price. Attachments to this announcement include: 1: Performance Work Statement General Requirements 2: PWS Work Items 1-12 3: Vessel ADAMS II Information 4: Wage Determination #2005-2543, revision 16, dated 8/5/2014 5: Bid Schedule The following FAR provisions and clauses are applicable to this procurement: 52.212-1 Instructions to Offerors - Commercial Items: Contractors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements in addition to the aforementioned information requested to evaluate the quote. Failure to meet a requirement may result in an offer being ineligible for award. Offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness. Offerors will be required to submit the attached bid schedule. Quotes are due at 12:00 NOON EST, 1 December 2014.
