- Contractor shall provide all labor, materials, equipment, supervision and disposal necessary to replace refractory brick and associated sections of Boiler #3 in order to restore the boiler to functional capabilities at the U.S. Coast Guard Academy in New London, CT. The work includes replacement of the lower firebox sidewalls, top two courses of the target wall, and burner throat and arch ring. Sidewalls to be constructed of 9' thick super quality firebrick backed by 2600 degree F insulating firebrick; 'keyed' into the front and target walls with expansion joints packed with insulating ceramic fiber strips; and walls to be capped with high temperature castable refractory. The top two courses of target wall shall be constructed of 9' thick super quality firebrick and castable as well. Burner tiles shall be as recommended and provided by the burner manufacturer. 4 ½' x 9' deep arch ring shall be super quality firebrick. All fire brick shall be laid up fire cement equal to ANH #36 fire cement. Funds are not currently available for this project therefore this solicitation is being issued subject to FAR 52.232-18 Availability of Funds. The estimated cost range of this project is between $30,000.00 and $100,000.00. Payment and Performance Bonds will be required. Solicitation packages will be available on or about 23 October 2014. The tentative date set for receipt of quotations is scheduled for 6 November 2014 by 4:00 pm. The applicable NAICS code is 238140 Masonry Contractors and the small business size standard is $15 million. Estimated performance time is 21 calendar days after issuance of Notice to Proceed. All work shall be completed NLT 15 December 2014. This acquisition is issued pursuant to FAR Part 13 and is 100% Set-Aside for Small Business concerns.
