- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires 4,000 Gallons of 2007 Certification Diesel 10 ppm Test Fuel delivered FOB Destination in accordance with the specifications and procedures outlined below. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 324110 with a small business size standard of 1,500 employees. The 2007 Certification Diesel 10 ppm Test Fuel shall be provided with the following specifications by item and method: Elemental Composition: Carbon Hydrogen Ratio (Report); Fuel Economy Numerator (grams carbon/gallon) (2750-2806); Sulfur (wt%) (ASTM D 2622) (.0007 -.0015); Weight Fraction Carbon (ASTM D 3343) (Report). Molecular Composition: HC Composition (ASTM D 5186); Aromatics (vol%) (27 Min.); Olefins (vol%) (Report); Saturates (vol%) (Report). Physical Properties: Cetane Number (ASTM D 613) (40-50); Cetane Index (ASTM D 976) (40-50); Distillation (ASTM D 86), Initial Boiling Point (340-400F), 10% recovered Point (400-460F), 50% recovered Point (470-540F), 90% recovered Point (560-630F), End Point (610-690F); Flashpoint (F) (ASTM D 93) (130 Min); Gravity (API) (ASTM D 4052) (32-37); Net Heat of Combustion (BTU/lb) (ASTM D 3338) (Report); Viscosity @100F (centistokes) (ASTM D 445) (2.0-3.2). The contractor shall provide a pre-delivery sample to the project officer for acceptance testing before delivery. Delivery of the test fuel shall not occur until the project officer has performed the necessary tests to determine conformance to the specifications. After acceptance testing of the pre-delivery sample, the contractor shall deliver the test fuel represented by the pre-delivery sample at a time and place specified by the project officer. Delivery shall be in bulk and dropped into tankage at EPA?s Ann Arbor, MI facility. Upon delivery, the fuel in the delivery tankage will be inspected prior to the fuel being accepted into EPA?s tankage. The project officer or their designated representative has the right to reject the delivery based on non-conformance with these requirements. The contractor shall provide a report with each delivery that addresses the technical specifications. The solicitation number is RFQ-OH-15-00003 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 August 2014.
