RFI Document - COTHEN Draft PWS - RFI COTHEN THIS IS A REQUEST FOR INFORMATION (RFI) NOT A SOLICITATION Customs and Border Protection (CBP) High Frequency Cellular Over-the Horizon Enforcement Network (COTHEN) Maintenance, Repair, and Support Services Request for Information (RFI) Introduction The U.S. Customs and Border Protection (CBP) is seeking feedback and input from potential vendors to assist in the Government's contract strategy determination. This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. Nor does it constitute a commitment, implied or otherwise, that CBP will take procurement action in this matter. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Contracting Officer (CO) does not intend to award a contract on the basis of the RFI and your response. Further, neither CBP nor the Federal Government will be responsible for any vendor costs incurred in providing the requested information contained in this RFI. Vendors responding to the RFI are solely responsible for all expenses associated with their responses. This RFI is conducted solely for the purpose of market research. Market research is essential to the government's ability to buy products and services on a best value basis to fulfill their mission. All information received resulting from this RFI will be for internal use only by CBP for acquisition planning and market research purposes. However, your response may be releasable to the public under the Freedom of Information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1 and Part 5. If you wish CBP to consider any portion of your response as "confidential commercial information", you should clearly mark the portion as "confidential commercial information". The procedures for identifying "confidential commercial information" are set forth in the DHS FOIA regulation cited above and are available on the DHS website, http://www.dhs.gov/xfoia/editorial_0579.shtm. CBP, at its discretion, may request respondents to this RFI to meet with CBP program and contracting officials and to elaborate on information in their written response. Respondents to this RFI may not be notified of any results derived from a review of the information provided. All information contained in this RFI is preliminary and is subject to revision and is not binding on the Government. Scope The purpose of this potential procurement is to provide CBP the capability to obtain contractor support services and equipment for the COTHEN program. The contractor shall provide labor, services, equipment, parts, consumables, supplies, packaging, transport, shipment, and materials required to maintain and enhance the COTHEN network. The services required under a potential procurement are outlined in detail in the Performance Work Statement (PWS) and include the following disciplines: Task 1: Program/Task Order Management Support. Task 2: Engineering Support Task 3: Equipment Maintenance Task 4: Logistics Task 5: Training and Technical Support Task 6: Facilities Task 7: On Demand Services Vendors should note that Tasks 2 and 3 contain hardware and software that were primarily developed by Rockwell Collins who has asserted Data Rights and an Intellectual Property position on the HF cellular software and hardware. The draft PWS is included as Attachment 1. •I. Period of Performance The potential period of performance is anticipated to include a 12-month base period and four (4) 12 month option periods for a total period of performance of 60 months. The contract, should one be pursued, would be expected to be awarded within the first half of fiscal year (FY) 2015. •II. Instructions for Responding to the RFI •A. Responses to the RFI must include the following information from each vendor. •1) Name and address of vendor. •2) Name, e-mail address, and telephone number of vendor's primary point of contact for the response. •3) Size of company providing a response to the RFI (large business, small business, disadvantaged small business, service-disabled veteran-owned small business, woman-owned small business, or HUBZone small business). •B. CBP wishes to expedite a potential future acquisition process. Accordingly, all responses to this RFI are due not later than Wednesday, October 22, 2014 at 4:00 p.m. E.T. Responses received after this due date may not be reviewed by CBP. All responses to the RFI must be submitted by e-mail only (no telephone calls or letter response) to: Steven Preiner, Senior Contract Specialist Office of Administration Steven.Preiner@cbp.dhs.gov Interested vendors must include the responses to the questions that are listed in Section V below. The page limit for vendor responses to the RFI is 10 pages. Please do not include company marketing information as part of your response to the RFI. The RFI responses shall be in Times New Roman or Arial font with 11 font size. •III. RFI Questions In addition to the information requested in Section IV of the RFI, CBP requests that all interested vendors responding to this RFI answer the following questions. Your responses to these questions will assist CBP in conducting market research and developing the acquisition strategy to be employed in the solicitation. •1. In order to successfully perform the requirements contained in the draft PWS attached to the RFI, will you need to subcontract or create a contractor teaming arrangement (CTA) for any portion of the work? If so, (a) to whom; (b) what percentage of the total work will be subcontracted or assigned to a CTA contractor; and (c) what specific services will be subcontracted (detail by task)? •2. Please provide your company's experience in the development and/or sustainment of HF ALE communications networks and/or equipment (infrastructure and/or subscriber) as outlined in the PWS. •3. What maintenance levels of support and logistical infrastructure does your company have to support the repair of HF ALE communications equipment to include fixed HF site transmitters/transceivers, mobile airborne, marine radios and transportable HF ALE portable radios? •4. What is your company's experience and capability in the research and development of HF ALE systems to meet customers' requirements for new and emerging technologies and security requirements? •5. What is your company's experience in the sustainment of software-based HF ALE systems? •6. Can your company support HF ALE networks supporting customers located throughout various geographic regions to include US and overseas? •7. Can your company support Government security requirements as stated in the PWS? •8. Are you able to provide CBP and DOD cleared personnel for immediate start to the contract for on-site support? •9. Are there any issues or questions you have regarding the draft requirements as described in the draft PWS? •10. Do you have any recommendations to improve how the draft PWS requirements are described in order to help you develop a comprehensive proposal should a solicitation be issued? •IV. RFI Response Due Date Please furnish with your response to this RFI via e-mail only to the Senior Contract Specialist listed below by not later than Wednesday, October 22, 2014 at 4:00 p.m. E.T.
