Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ). The solicitation number is SAQMMA14Q0249. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 518210. The small business size standard is $32.5 million. (v) The following is a list of contract line item number(s) and items, quantities and units of issue CLIN 001 - Document Scanning; Quantity One (1); Unit of Issue: LT CLIN 002 - Shipping or Pick-up and delivery; Quantity One (1); Unit of Issue: LT The Contractor must choose only one (1) method for CLIN 002. (vi) Description of requirements: The Contractor must have an approved cleared facility at the time of proposal due date at least at the SECRET level. The Contractor shall scan 600,000 pages of documents to produce digital file images in accordance with the attached Statement of Work. (vii) Delivery is required by 03/30/2015. Delivery shall be made to 799 United Nations Plaza, New York, NY 10017. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government intends to award to the lowest priced technically acceptable offeror. Only one award will be made. The criteria for evaluating the quotations received, in order of priority, are as follows: Non-cost Factors A. The Government will determine acceptability by first assessing the offeror's compliance with the terms of the Request for Quotations (RFQ). The offeror must properly complete and submit all sections of the solicitation. Quotations which do not comply with the RFQ may be rejected on that basis. B. The offeror must be able to demonstrate that it has the necessary resources and facility clearance to provide on-time delivery at a high level of quality. The offeror shall submit technical documentation and other relevant information to adequately support the following: • Quality Control Plan Provide a detailed outline of the proposed Quality Control Plan for this project to assure compliance with the conditions and specifications (i.e., how the offeror proposes to ensure the work is meeting the standards set forth in the contract). • Facility Clearance Completed DD254 • Acceptable record of experience and past performance Offerors shall provide references from three (3) recent projects similar in size and scope to this requirement. Include contact names and phone numbers and describe the projects, including whether work was performed satisfactorily and on time. The criteria above will be used to determine which offerors are considered to be technically acceptable in terms of meeting the requirements and complying with all other terms and conditions of the solicitation. Quotations which are found to be technically unacceptable may be rejected without further consideration. Price C. Price will be evaluated by determining the lowest overall price to include shipping or pickup and delivery in New York. Responsibility Determination D. Before award, the Government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9.1, including: adequate financial resources or the ability to obtain them; ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments; satisfactory record of integrity and business ethics; necessary organization, experience, and skills or the ability to obtain them; necessary equipment and facilities or the ability to obtain them; and be otherwise qualified and eligible to receive an award under applicable laws and regulations. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with this offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The full text of these clauses may be accessed electronically at this/these address(es): http://farsite.hill.af.mil/ and https://www.acquisition.gov/ H-031- SECURITY REQUIREMENTS (Local Clause) a) A facility security clearance at the SECRET level is required for contract performance in accordance with the DD Form 254, Department of Defense Contract Security Classification Specification, attached to this contract. (b) Since it will be necessary for some Contractor personnel to have access to classified material and/or to enter into areas requiring a security clearance, each Contractor employee requiring such access must have an individual security clearance commensurate with the required level of access prior to contract performance. Individual clearances shall be maintained for the duration of employment under this contract, or until access requirements change. (c) The Contractor shall obtain a Department of State building pass for all employees performing under this contract who require frequent and continuing access to Department of State facilities in accordance with Bureau of Diplomatic Security Instructions. (d) Performance of this contract shall be in accordance with the attached DD Form 254, Department of Defense Contract Security Classification Specification and FAR 52.204-2 "SECURITY REQUIREMENTS." (e) Classified material received or generated in the performance of this contract shall be safeguarded and disposed of in accordance with the National Industrial Security Program Operating Manual (DOD 5220.22-M). (xiv) This acquisition is rated under the Defense Priorities and Allocations System (DPAS) as: NOT APPLICABLE (xv) Offers are due on 10/24/2014, by 5:00 PM Eastern Time, 1701 N. Ft.
