- Nome Site E ARMY CORPS OF ENGINEERS - ALASKA DISTRICT SUBJECT: SOURCES SOUGHT NOTICE DATE: 9 October 2014 PROJECT TITLE: Removal Action at Nome Tank Site "E" SOLICITATION NO: W911KB-15-R-0007 RESPONSE DATE: 24 October 2014 (15 Calendar Days) Classification Code: Z - Remediation Services NAICS 562910 Contract Specialist: Olen Northern, 907/753-2525 Contracting Officer: Aldone Graham, 907/753-2528 Project Manager: Nicole Hayes, 907/753-2792 SOURCES SOUGHT SYNOPSIS: This Sources Sought announcement is part of a market survey for information to be used for preliminary planning purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineer, Alaska District is seeking capable 8(a) sources for the Removal Action at Nome Tank Site "E", Nome Alaska. The services will require tank removal and remediation and or removal of "POL" contaminated soil. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications of various general contractors in order to make an appropriate acquisition strategy for the above project. The Government intends to use responses to this sources sought synopsis and appropriate contracting and business processes to ultimately award a prime contract for the required services. Interested sources must state whether they are capable of providing services required for the Tank Removal and remediation and or removal and disposal of POL contaminated soil. The Government must ensure there is adequate competition among the potential pool of available contractors. PROJECT INFORMATION: The general objectives of this Scope of Work (SOW) are to: • Demolish and dispose of a large formerly underground fuel storage tank (approximately 1,000,000-gallon capacity) • Complete the necessary site preparations to achieve excavation depths of 50 feet or more below ground surface • Excavate, transport, and treat and/or dispose of up to 30,000 tons of petroleum, oil, and lubricant (POL)-impacted soil • Remove any free-product from the open excavation • Backfill the excavation and complete site restoration • Install up to 20 groundwater monitoring wells ESTIMATED RANGE OF MAGNITUDE: $5,000,000 to $10,000,000 ESTIMATED DURATION: Not to exceed five (5) years. NAICS: 562910 SMALL BUSINESS SIZE STANDARD: $20,500,000 The contractor shall furnish all labor, management, facilities, supplies, equipment, transportation, and material (other than those to be furnished by the Government as hereinafter provided), and do all things necessary for, or incidental to, performance of the work as set forth below. The contractor shall furnish to the Government reports and other data together with supporting material developed during the period of performance. All materials furnished by the contractor to the Government shall conform to the standards and requirements listed in the Alaska District Corps of Engineers Environmental Program, 2011 Manual for Electronic Deliverables (MED). During the progression of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work. The work in this SOW is to be conducted in accordance with United States Army Corps of Engineers (USACE), Alaska Department of Environmental Conservation (ADEC), and all other applicable state and federal regulations. Nothing in this contract shall exempt the contractor from Federal, State, or local laws or regulations unless a specific exemption has been acquired. This requirement is a performance-based services acquisition. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees. All technical evaluation factors and sub-factors have not been assigned at this time. Past performance of responders will be evaluated. Offerors responses to this synopsis for the following questions are sought from prospective prime contractors. Responses shall be limited to 5 pages and should include the minimum below information: • Offerors name, address, point of contact, phone number, and e-mail address. • Offerors interest in proposing on the solicitation/s when issued. • Offerors capability to perform a contract of this magnitude and complexity (include offerors capability to execute the excavation and disposal of contaminated soil, comparable work performed within the past 5 years, and brief description of the project, customer satisfaction, and dollar value of project) provide at least 3 examples. • Offerors type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned Business, 8(a)) • Offerors Joint Venture information, if applicable, existing and potential. • Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
