- FBO Solicitation H98210-15-R-0001 ESGR/YRRP/EIP Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for support staff for the Family and Employer Programs and Policy (FEPP) three major components: Employer Support of the Guard and Reserve (ESGR), Yellow Ribbon Reintegration Program (YRRP), and Employment Initiative Program (EIP). A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-15-R-0001 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-76, effective 25 August 2014, and DPN 20140930. This requirement is being advertised on a 100% small business set-aside basis. The NAICS code is 561110, Office Administrative Services, and the small business size standard is $7.5 million. Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance will date of award through 12-months for the base period, with two 12-month option periods. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 12:00 PM Eastern, Wednesday, November 12, 2014. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Robert Freeman, at: Robert.C.Freeman42.civ@mail.mil by 12:00 PM Eastern, Wednesday, October 15, 2014.
