Description
This acquisition is for a Four Year Indefinite-Delivery, Indefinite-Quantity Type contract, consisting of a Base Year and Three-One Option Periods for the manufacture and delivery of the AirSave Vest, Type I and II. The national stock numbers are 8415-01-568-9791 (Type II) and 8415-01-568-9793 (Type II). The item is to be made in accordance with drawing 3561AS101 Rev E and NAWC-PD-29611B, dated 31 July 2014. The base year and option year one consists of a minimum quantity of 910, annual estimated quantity of 3,640 and annual order limitation quantity of 4,550. Option Years Two and Three consist each of a minimum quantity of 400, annual estimated quantity of 1,600 and annual order limitation quantity of 2,000. The solicitation number is SPE1C1-15-R-0008. The solicitation will be issued on an unrestricted basis. Deliveries are FOB Destination. All material shall be contractor furnished. The estimated release date of the solicitation is November 3, 2014. All deliveries will be to DLA Depot in Travis, TX, Lansing, MI and Pendergrass, GA. The Production Lead-Time (PLT) is 120 days at a rate of up to 400 each a month. Please note that the delivery schedule for the first delivery order will be 320 days after date of order to include 140 days for first article test (FAT) submission, 60 days for FAT testing and Government approval/disapproval of FAT, and 120 days for production delivery. All order placed thereafter will include a delivery schedule of 120 days after date of delivery order at a rate of up to 400 each a month. If FAT is waived for a contractor the production lead-time will be 120 days at a rate of up to 400 each a month. This acquisition will utilize a "low price technically acceptable" approach. The evaluation factors that will be utilized are: (1) Past Performance and (2) Technical Factor: The offeror's proposal clearly meets the minimum requirements of the solicitation by taking no exception to the terms and conditions of the solicitation. Availability of solicitations, FAR 5.102(d) applies, as out office no longer issues solicitations or amendments in paper form. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management Registration (SAM) 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
