- PHS T-Shirts USCG Wickable T-Shirts USCG Blue Cotton THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The purpose of this RFI is for market research to determine the availability of small businesses in socio-economic programs to meet the requirements outlined in this RFI. The United States Coast Guard (USCG) is seeking to locate companies with the experience, manufacturing capability and past performance to provide Military Cotton T-Shirts and Moisture Wicking T-Shirts, under NAICS code 315220, Men's and Boy's Cut and Sew Apparel Manufacturing; Small Business Size Standard number of employees is 500. The Kissell Amendment mandating that any textile and apparel product contract by the United States (U.S.) Department of Homeland Security (DHS) be manufactured in the U.S. with 100 percent U.S. inputs shall apply. The Kissell Amendment was modeled on and picks up, with little or no modification, many of the specific provisions of the Berry Amendment. Vendors must be registered in the System for Award Management (SAM), to be considered as viable sources within the market research report. Three versions of the t-shirts are applicable for future USCG purchases that shall be acquired per the attached specifications for the USCG blue cotton, USCG wickable and Public Health Service (PHS) t-shirt requirements. Requested Information: The information which must be contained in your response to this sources sought is as follows: 1) Name and address of company. 2) Point of contact with phone number and email address. 3) Business size and socio-economic program (HUBZone, 8(a), SDVOSB, WOSB, Small Business). 4) Evidence of registration in SAM and provide CAGE Code or DUNs Number (www.sam.gov) 5) Describe experience, manufacturing capability and relevant past performance to provide Military Cotton T-Shirts and Moisture Wicking T-Shirts. 6) A list of your efforts under #5 above done under NAICS code 315220, Men's and Boy's Cut and Sew Apparel Manufacturing or performed under another NAICS code(s). 7) Any other information that would be considered relevant. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement only, no evaluation letters and/or results will be issued to the participants. This market survey is issued to determine the applicable set-aside strategy based on responses from small business indicating an interest in proposing on this work if it is set-aside. Your response to this sources sought announcement must be received by 1:00 pm Eastern Time, on 24 October 2014 and must be received via e-mail.
