- Mission and Installation Contracting Command, Installation Contracting Office, Fort Gordon, GA intends to negotiate/award a sole-source contract with Dr. Antoinette Laskey (University of Utah) for Expert Witness Services, Judge Advocate General Office, Fort Gordon, Georgia. A determination not to compete this requirement was made pursuant to Article 46 and Rule for Courts-Martial 703(d). The Defense requested that Dr. Antoinette Laskey, an expert pediatrician be appointed as expert consultant for the Defense team. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. If no affirmative written responses are received by 14 October 2014, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses may be submitted to deborah.s.mcgugan.civ@mail.mil.
