Description
Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center, operated by The Trustees of Princeton University under a U.S. Department of Energy Prime Contract, is seeking expressions of interest and a budgetary estimate for the design and fabrication of sensors, data acquisition hardware and analysis software for the ITER Upper Port Visible Infrared Wide Angle Viewing System (UP WAVS). This is the second of two planned procurements for this system. A contract for the first procurement, which covers the light collection optics and ancillary systems, has recently been awarded. ITER is an international project currently under construction in France that is to demonstrate nuclear fusion at a power plant-relevant scale. The US is a participant in this project. Draft Statement of Work (SOW) for Sensors and Data Acquisition and Analysis Software for the ITER Upper Port Visible/Infrared Wide Angle Viewing System, US ITER 1050301-PD0004-R01, Revision 1, dated 23 September 2014 describes the planned procurement to be executed in two phases. Phase I covering preliminary design, R&D and final design is planned to be performed under a Cost-Plus-Fixed-Fee (CPFF) Subcontract (Cost, No-Fee if with an educational institution) during the period 2015 through 2017. Phase II covering fabrication, testing, and delivery of the components is currently planned to be performed under a Subcontract type not yet defined during the period 2018 through 2021. Phases I and II deliverables are specified in the SOW. The purpose of this Request for Expressions of Interest is to determine the availability of qualified parties interested in performing the tasks described in the SOW and to determine the projected cost range for the work. This information will be used for planning and budgetary purposes. No order will be placed at this time against any response received hereunder. Expression of Interest responses should include a) the identify of team members, a brief description of the major role of each and the member that will lead, if teaming is proposed; brief descriptions of the b) technical approach; c) Relevant previous institutional experience; capabilities and facilities d) key personnel including previous experience on similar projects; e) comments on the reasonableness of the project schedule in Appendix VI of the SOW; and f) and the ITER UP IR Sensors - DAQ - Analysis Software Cost Estimate Sheet for Phases I and II completed in conformance with the guidance in the Spreadsheet "Instructions" tab. (The Phase II estimate should include labor required to write and validate the software and to test the complete sensor/data acquisition system but not include the cost of the visible and IR sensors, associated electronics and the fast processors).
