- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), Fort Detrick, MD, for one (1) single molecule array analyzer and reagents. The requested items are brand name or equal to Quanterix Simoa HD-1 analyzer and related items. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. DESCRIPTION: This requirement is for an instrument capable of analyzing biological samples using single-molecule digital ELISA array technology, like that found in the Quanterix SiMoA HD-1 analyzer. Assay technology must not be plate-based. The following is a complete list of items that are required, as detailed in the MECS (please follow the Additional Documentation link to access this attachment). Please note that all items must be brand name or equal to the products identified below: Simoa HD-1 Analyzer (item# 100032, qty: 1) Homebrew Assay Kit (item# 100230, qty: 1) Simoa Discs, stack of 16 Discs (item# 100001, qty: 1) Simoa Sealing Oil, 1000 mL bag (item# 100206, qty: 1) System Buffer 1, 2 Pack (item# 100486, qty: 2) System Buffer 2, 2 Pack (item# 100487, qty: 1) PSA Simoa Assay Kit (item# 100036, qty: 1) These items are needed at USAMRIID in Fort Detrick, MD 21702. Delivery is FOB Destination no later than 30 days after date of contract. This is a notice that this order is a total small business set aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. The North American Industry Classification System (NAICS) code is 334516 (size standard 500 employees). No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2 in the attached documents to this RFQ under the Additional Documentation link below) and any resulting contract will be issued as an open market Firm Fixed Price Award. See below for the clauses and provisions incorporated herein by reference.
