Description
PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for the rebuild of two (2) hydroelectric generators at Blue Mesa Powerplant and furnishing a new digital excitation system for Blue Mesa, Morrow point and Crystal power plants. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations as a full-and-open competition. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that insufficient numbers of small businesses expressed interest in being a Prime contractor on this project, and as such, it is anticipated to be full-and-open competition. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: The subject solicitation includes disassembly and reassembly of two 48 MVA generators as well as providing a new stator core and frame for both generator units at the Blue Mesa power plant. Additionally the contractor will also provide a new digital excitation system for Blue Mesa, Morrow point and Crystal power plants. NAICS AND SIZE STANDARD: The NAICS code for this project is 335312 with a small business size standard of 1,000 employees. COMPETITION: Solicitation R14PS01024 is anticipated to be conducted as a full-and-open competition. The Government reserves the right to award with or without discussions. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is more than $10,000,000. SOLICITATION RELEASE DATE: The release date for the final solicitation No. R14PS01024 is anticipated between November and December 2014. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. SITE VISIT: The Government intends to conduct a presolicitation site visit for highly-interested vendors sometime between November and December 2014, contingent upon availability of a disassembled generator unit at Blue Mesa Powerplant. If your firm is highly interested as a potential Prime contractor on this project, please contact the contract specialist listed below via email and coordinate with him on the site visit plans as well as requesting a copy of the latest draft specification. A future amendment to this notice will be released upon establishment of site visit date. It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
