Exhibits A-E Attachment J-14 Attachment J-15 Attachment J-13 Attachment J-12 Attachment J-10 Attachment J-11 Attachment J-2 Attachment J-3 Attachment J-9 Solicitation N50054-14-R-0006 Attachment J-8 Attachment J-7 Attachment J-4 Attachment J-5 Attachment J-6 Fire watch requirements: The contractor shall provide and assign non-red badge fire watch personnel and personnel that have a red badge or have the necessary security clearance to be eligible to obtain a red badge from Norfolk Naval Shipyard, Portsmouth, VA as may be ordered by task orders placed by the Administrative Contracting Officer under this contract. The contractor shall provide fire watch support to complete hot work operations in a safe manner and assist shipyard workers in "hot work." Bag and Drag/General Housekeeping duties will include the removal of industrial debris such as sheet metal, steel plate, structured shapes, piping, cable ends, nuts and bolts, spent welding wire, hardware and/or trash from overhead to deck. Spotter duties are coordinating pedestrian traffic with vehicular traffic to maintain pedestrian safety, typically performed at the head or foot of the ship's ramp. Tank watch requirements: Tank watches will be required in confined and poorly ventilated enclosed spaces. It shall include an individual stationed outside one or more confined and poorly ventilated enclosed spaces that monitors authorized entrants and is trained to perform all confined and poorly ventilated enclosed space watch duties. Requirements include completing and being qualified in PS-S9041 Corporate Confined Space Awareness; being briefed prior to being assigned and being knowledgeable of operations being performed in the space; ensuring the Confined Space Certificate is current and determining any restrictions placed on entry/work before allowing entry into a confined or poorly ventilated enclosed space; maintain communication with and keeping an accurate account of entrants working in their assigned space; remaining outside the space during entry operations unless relieved by another authorized watch stander; ensuring that unauthorized workers do not enter the confined or poorly ventilated enclosed spaces; and familiarizing oneself with Standard Operating Procedure SOP-920-0037 Rev A governing all practices, references, and duties pertinent to watch. Bag and Drag/General Housekeeping duties and Spotter duties will include the removal of industrial debris such as sheet metal, steel plate, structured shapes, piping, cable ends, nuts and bolts, spent welding wire, hardware and/or trash from overhead to deck. Spotter duties are coordinating pedestrian traffic with vehicular traffic to maintain pedestrian safety, typically performed at the head or foot of the ship's ramp. This will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity type contract for a base year and four one-year options. Performance of work will primarily be on vessels located within Norfolk Naval Shipyard, Portsmouth, VA, but may be accomplished in a 50-mile radius of Norfolk Naval Shipyard, Portsmouth, VA. Award will be based on best value procurement utilizing technical, past performance, and price as evaluation factors. NAICS code 336611 applies with a size standard of 1,000 employees. This procurement is an 8(a) set-aside. It is not restricted to MSRA/ABR contractors. This is a follow-on procurement. The current contract numbers for fire watch are N50054-10-D-1007/1008/1009.
