Description
The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with AVL Test Systems to repair/upgrade the Gem 110 Master Bench under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The repair/upgrade to the Gem 110 Master Bench located at NVFEL has a multiple flame ionization detector analyzers that require portions of the burn changer to be replaced and cleaned. The contractor shall provide all labor, material, equipment and supervision sufficient to perform the work related to the Master Bench Repair. All work is to comply with all Federal, State, and local rules and regulations. The contractor shall furnish all parts, labor, supervision and equipment to rebuild with new QEM or equivalent parts the four FID?s and two Nox Analyzers along with three vacuum pumps. The contractor shall do an on-site pre repair bench check out to assure that all analyzers are functioning normally and communicating with the GEM 110 software. The contractor shall then remove and work on site or take to their facility all components for rebuild. If rebuild is done off site a functionality check will be done at contractor?s facility after repairs prior to returning to EPA. The Contractor is responsible for installation back into the master bench and assuring that all components are communicating with the Gem software and cylinder naming software. The nature of this acquisition requires a contractor that possesses the unique capability of obtaining and working with the proprietary AVL Master Bench. AVL Test Systems is the only known vendor capable of fabricating and installing AVL proprietary rail assemblies. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of repairing and installing the master bench may submit technical documentation to establish their capability. Such documentation must be submitted to the Point of Contact via FedConnect within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Gerold Young II via e-mail at young.gerold@epa.gov. Telephone responses will not be honored.
