- Statement of Work THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is NOT a Request for Quotations and in no way obligates the Government to award any contract vehicle. The purpose of this RFI is to gain knowledge of small businesses that are capable of providing the services described herein and in the attached Statement of Work. The applicable NAICS code is 488190 with a small business size standard of $32.5M. Market research is being performed to determine available sources that can provide Standard Depot Level Maintenance for Aircraft, Engines and Components to Fleet Readiness Center (FRC) East. FRC East, Marine Corps Air Station (MCAS), Cherry Point, North Carolina is a Department of Defense (DOD) industrial facility which repairs assigned military aircraft, engines, and components. More information regarding the FRC East is available at http://www.navair.navy.mil/frce/. The FRC East has a requirement for contractor support of aircraft and associated engines and components/material undergoing Standard Depot Level Maintenance (SDLM), modernization, conversion, in-service repair, disassembly, and other categories of aircraft Depot Level (D-level) and Organizational Level (O-level) maintenance in support of assigned aircraft programs (including H-1, H-46, H-53, F-35, V-22, and AV-8B). The contractor's workforce is used by the FRC to augment their organic, civil service workforce. A firm fixed price IDIQ contract is planned with a maximum ceiling of up to 98 full time personnel, with fluctuations in workload driving contractor staffing levels as managed through individual task orders issued against the IDIQ. All facilities and equipment will be provided by the government, with the exception of personal protective equipment. The projected period of performance is December 1, 2014 through November 30, 2015. Responses to this notice should include company name, CAGE code, address, telephone number, point of contact, and the additional information listed below that will help the government to understand the capability of your company to provide the required services: (1) Confirmation that your company is a small business under this NAICS code. Also, indicate if your company is certified under Section 8(a) of the Small Business Act, if your company is a certified HUBZone firm, if your firm is women-owned, and/or if your company is Service-Disabled Veteran-Owned. (2) Are these services also available under a GSA/FSS contract? If so, please provide the GSA contract number. (3) A listing of specific commercial and/or government contracts/orders awarded to your firm that are completed within the last five (5) years or currently ongoing that demonstrates specific experience in performing Depot-level maintenance of aircraft, engines and components. Experience must total at least one (1) year. Please provide names of agencies, POCs with phone numbers and email addresses, contract numbers, dollar values, and periods of performance.
