- DCPDS SATX Life cycle Replacement (LCR) J&A DCPDS SATX Life cycle Replacement (LCR) Solicitation. Defense Civilian Personnel Advisory Services (DCPAS) DCPDS SALTX Life Cycle Replacement (LCR) Request for Quote Synopsis: This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis a contract for the Defense Civilian Personnel Advisory Service (DCPAS) for the required up-to-date hardware and software. A detailed description of the requirement, the CLINs, quote submission instructions, and all provisions, clauses, and Addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-15-R-0002 and issued as a request for quote (RFQ). This solicitation Incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-76, effective 25 August 2014, and DCN 20140930. This requirement is being advertised 100% set aside to small businesses. The NAICS code is 541519, Information Technology Value Added Resellers, and the size standard is 150 employees. Contract award type shall be a Firm-Fixed Price Contract. Delivery shall occur 30 days after date of award. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 12:00 PM Eastern Time (ET), Monday November 10, 2014. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Nedal S. Awadallah at: nedal.s.awadallah.civ@mail.mil by 12:00 pm ET on October 21, 2014. Questions received after this time and date may not be answered.
