Description
SOURCES SOUGHT NOTICE NASA Integrated Technical Standards System (ITSS) The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) is seeking capability statements from all interested parties, including Large businesses, Small businesses, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Integrated Technical Standards System (ITSS) provided to the MSFC. The ITSS provides a licensing approach for technical standards and related data for the NASA agency. This approach is accomplished through the implementation and support of a fully integrated, seamless, Agency-wide electronic web-based system for technical standards and related data accessible by NASA users and NASA contractors registered in NASAs Identity and Access Management Tools (IdMAX). Access is provided through a single access point via individual computer workstations. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The terms standard or technical standards refers to common and repeated use of rules, conditions, guidelines, or characteristics for products or related processes and production methods and related management systems practices; the definition of terms, classification of components; delineation of procedures; specification of dimensions, materials, performance, designs, or operations; measurement of quality and quantity in describing materials, processes, products, systems, services, or practices; test methods and sampling procedures; or descriptions of fit and measurements of size or strength. Seamless access indicates that the user will have ready access to standards and related data from multiple sources via one search in a common format, regardless of the physical location of the technical standards and related data. The current list of standards is included in the attached Appendix A. NASA User Community: The contractor selected shall provide access via the ITSS to the NASA user community comprised of NASA personnel and NASA contractor personnel residing at each of the 16 NASA Facilities and their ancillary facilities located outside the NASA Facilities physical boundaries, whose identity and authenticity have been verified upon login to the website. The current capabilities. The NASA ITSS components include, but are not limited to: 1.A search engine for retrieval and dissemination of technical standards and related data accessible to NASA users and NASA contractors registered in NASAs Identity and Access Management Tools (IdMAX) at https://standards.nasa.gov. 2.Electronic subscription delivery of technical standards and necessary document metadata from designated standards developing bodies. 3.Delivery of technical standards developing bodies standards not in the electronic subscription and delivery of NASA technical standards, NASA Center standards, NASA directives, lessons learned, application notes, and other data provided by the NASA Technical Standards Program Office integrated into the NASA ITSS; 4.Order hardcopy or electronic technical standards not included in subscription via the pay-by-the-document process. 5.One-stop, on-demand access to electronically available technical standards via the web to individual user workstations with seamless interfaces and interactions. 6.Register technical standards used for accomplishing assigned tasks to receive automatic notifications when the technical standards change (e.g., is revised, superseded, cancelled, etc). Changes to technical standards can have major impacts on the safety, performance, reliability, and cost of NASAs programs and projects. 7.Integration of any of the Agencys lessons learned data and application notes with any technical standard for communicating and sharing past scientific and technical experience. This is crucial to the Agencys continued success in maintaining scientific and technical excellence and in mission accomplishments in the future and enhances the users ability to apply the best and most current technical knowledge to the task being addressed. 8.Link to engineering tools (e.g. components and parts databases, material databases, logistic databases, etc.) and training modules. 9.Display NASA-defined statuses, such as NASA Endorsed, provided by the NASA Technical Standards Program Office. 10.Interface seamlessly with the NASA Technical Standards Home Page. Please provide information in response to the following questions: A.Standards Processing/Handling Information: 1.Can you provide cost effective access to the document types listed in the Appendices of the draft Statement of Work? 2.Can you provide access to all of the listed Standards Development Organizations listed in the Appendices of the draft Statement of Work? If not, which ones can you not provide, and why? 3.In case of exclusivity agreements, are there any cost effective ways that you can still provide the documents listed in the Appendices of the draft Statement of Work? 4.Can you provide a deposit account capability for limited accessed standard organizations? 5.Does your system provide supporting data and information so that NASA engineers will have confidence that they have the right information? 6.Can your system provide access to the standards data across multiple locations? Does your system provide worldwide access via the Internet? 7.Can your system provide access, timing, and cost efficient metric information? If so what metric information is available? 8.Can your system provide Instantaneous download of the requested standards in commonly used formats (e.g., PDF, Word)? 9.Can your system provide electronic and hardcopies of the requested standards? For hardcopies, what is the average shipping time on requests? B.Technical Standards System Information: 1.Describe the methods used to Safeguard the integrity of your compliance management and document control systems? 2.Describe the process for providing simultaneous access to the standards? If so, how many users can have simultaneous access to a given standards developing body and its standards? 3.Describe any contingency methods in place to allow for access to the information if the primary storage location is damaged or loses data or power access? 4.Describe the method used to keep up-to-date with the standard changes? 5.Describe the capability for full-text searching? Does your system have an advanced filters capability for searching documents? 6.Do you have a customer service capability? If so, describe the hours of live staffing support, online support, average turnaround time per customer service request, etc. 7.In case of exclusivity agreements, describe your approach to providing the documents listed in Appendix A in a cost-effective to the Government end-user. C. Submission of Responses must include the following Corporate information: 1.Name and address of firm 2.Size of business 3.Average annual revenue for past 3 years and number of employees 4.Ownership - large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions 5.Number of years in business 6.Affiliate information - parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) 7.List of customers covering the past five years (highlight relevant work performed) contract numbers, contract type, dollar value of each procurement 8.Point of contact address(including email) and phone number This is strictly an action seeking capability statements from all interested parties detailing their qualifications, existing system technologies and capabilities to provide access to the needed standards. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This Sources Sought Notice is subject to FAR 52.215-3 Request for Information or Solicitation for Planning Purposes Oct 1997). Respondents will not be notified of the results of the review of Request for Information (RFI) responses. Responses should be submitted by no later than 3:00 PM Central Standard Time, on Friday, October 24, 2014. Submissions will be accepted as email attachments only, addressed to Karen.A.White@nasa.gov and David.H.Brock@nasa.gov with ITSS RFI Response in the subject line. The file format should not exceed 10 pages, and should use single space, 12-point, Times New Roman format. The following file naming convention should be used; Integrated Technical Standards System. The North American Industry Classification System (NAICS) code for this procurement is 519190 All Other Information Services. Estimated award date for this contract is September 2015. The anticipated contract will consist of a one (1) year base and four (4) 1-year options
