IMPORTANT NOTICE: THIS SYNOPSIS AND MARKET RESEARCH/REQUEST FOR INFORMATION ARE INFORMATIONAL AND FOR PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND A SOLICITATION, SPECIFICATIONS, OR DRAWINGS WILL NOT BE ISSUED AT THIS TIME. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this notice. This notice is a market research tool used to obtain information only and to identify contractors who possess the capabilities to provide services as described below. The Naval Facilities Engineering Command (NAVFAC) EUROPE AFRICA AND SOUTH WEST ASIA (EURAFSWA) is performing this market research to aid in the development of its acquisition approach. N62470-14-R-6024: MARKET RESEARCH/ REQUEST FOR INFORMATION FOR RENEWABLE ENERGY GENERATION/PRODUCTION TO SUPPLY LOCATIONS IN ROTA, SPAIN. NAVFAC EURAFSWA is performing research to determine whether renewable electric power generation opportunities in off base locations are available to transmit power across the grid to Naval Station Rota. NAVFAC EURAFSWA is particularly interested in renewable energy systems that have been newly constructed. Power purchase costs would need to be within normal market prices (rates) for the duration of the contract. NAVFAC EURAFSWA seeks to identify responsible sources and obtain information regarding opportunities and risks associated with renewable energy production. The results of this Sources Sought/Request for Information (SS/RFI) will assist in developing a potential RFP that may be issued at a later date. As permitted by FAR Part 10, NAVFAC EURAFSWA is requesting responses, comments, recommendations and suggestions as Market Research and Request for Information to assist in the development of an acquisition strategy. The intent is to identify potential proposers and collect information on any conventional or renewable energy generation that is economically attractive and feasible. NAVFAC EURAFSWA desires to solicit maximum industry participation allowing formulation of a concise acquisition process in a timely manner. This Request for Information shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to finance any effort associated with this SS/RFI nor guarantee award of a contract on the basis of this RFI. Synopsis of Relevant Conditions at Naval Station Rota Naval Station Rota currently operates with an average electrical load of approximately 6 MW in winter and 12 MW in summer, with a peak load of roughly 12 MW. The highest load occurs in the summer months due to the A/C demand driven by the warm weather conditions. The response should address electrical integration with the existing power supply e.g. the varying capacity of the potential renewable plant relative to the purchase of brown power to supply the required load. NAVFAC EURAFSWA will not provide land for this project. The project is required to be newly constructed, any renewable energy credits would be sold exclusively to the Navy. Currently, all electrical power is purchased via competitive procurement. Power is distributed across the site via Navy maintained and operated distribution systems. The response should address electrical integration with the existing power supply e.g. the varying capacity of the potential renewable plant relative to the purchase of brown power to supply the required load. Scope and Objectives “ Renewable Energy Generation Projects Specific objectives for subject project include: Purchase energy at a lower or equal cost than current/projected market costs. Targeted renewable energy generation up to 10 MW. Identify all favorable renewable resource and energy efficient opportunities. Reduce Naval Station Rota ™s carbon footprint. The North American Industry Classification Standard (NAICS) code for this procurement is 221118- Other Electric Power Generation. Submittal Requirements As permitted by FAR Part 10, it is requested that interested and qualified firms submit a statement of interest on company letterhead demonstrating the firm ™s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. Responses shall not exceed fifteen (20) single sided pages (including all attachments). PAGES IN EXCESS OF THE FIFTEEN (20) PAGE LIMIT WILL NOT BE CONSIDERED. Submit your completed response no later than 3 December 2014 to the Contract Specialist, Mr. Paul Heavey, via email to paul.heavey@eu.navy.mil. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, at a minimum, the following: 1.Company Profile to include (a) Name and address; (b) Brief description of firm including the year the firm was established and number of employees; (c) Names of two points of contact (including title, telephone number and email addresses) 2.A description of the equipment and technology proposed to maximize the renewable energy opportunities. 3.Describe the financial arrangement maximizing the opportunity for providing renewable energy at a stable and predictable rate price. 4.Construction cost rough order of magnitude for NAVFAC EURAFSWA ™s conceptual planning purposes only. Detailed cost estimates are neither requested nor desired. 5.Provide indicative, non-bidding burdened and unburdened pricing (cents/kWh) based on rough cost estimates for a 20-30 year contract. Detailed cost estimates are not required or desired. 6.Three projects of similar scope and size in similar locality completed within the last three years by the responding firm. 7.Describe company ™s experience working in the European energy market. 8.What integration would be required between the existing electrical purchase contract and proposed potential energy systems? 9.Identification of what actions the US Government could take to reduce risk and cost for this project. 10.Identification of potential financial incentives that may be applied to this project? While typical European investment tax credits might not be applicable, are there other tax or economical benefits that could be monetized by performing a project? 11.Information the US Government should provide to prospective bidders in the Request for Proposal (RFP)? 12.Any additional information that the responder believes is relevant and/or beneficial to this undertaking. RESPONSES ARE DUE NLT WENDSDAY, 3 DECEMBER 2014. LATE RESPONSES WILL NOT BE ACCEPTED. Respondents will not be notified of the results of the evaluation. Answers to questions about this RFI will be made available to all responders. Response to this RFI is not required in order to respond to any future RFP that may follow, but information gathered through this RFI may influence RFP development.
