Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA4861-14-R-B015 and is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, Defense Publication Notice 20140930, and Air Force Acquisition Circular 2014-1001. (iv) The solicitation is unrestricted. The associated NAICS code is 485510, Charter Bus Industry. (v) There are two (2) contract line item numbers (CLINs) for this contract. All inclusive prices must be provided for each CLINs or the proposal shall not be considered for award. The CLINs are as follows; CLIN 0001 Bus Shuttle Services 8 November 2014, 65 busses (51/55 passenger capacity) in accordance with the Performance Work Statement (PWS). The quantity and unit of issue for this requirement is 1 Lot. CLIN 0002 Bus Shuttle Services 9 November 2014, 60 busses (51/55 passenger capacity) in accordance with the Performance Work Statement (PWS). The quantity and unit of issue for this requirement is 1 Lot. (vi) The description of the requirement is: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Bus Shuttle Services as defined in the Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Only contracting officers acting within the scope of their authority are empowered to execute contract modifications on behalf of the Government. (vii) Bus Shuttle Services shall begin 8 November 2014 and end 9 November 2014 at Nellis Air Force Base. FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. There are no addenda's to this provision that apply to this requirement. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement as it relates to the Performance Work Statement; (2) price. (x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be provided with the proposal. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Since this is a RFP, specific clauses that apply to this acquisition will be included in the Government Purchase Order. (xiii) The Defense Priorities and Allocations System (DPAS) do not have a rating assigned to this acquisition. (xiv) Proposals are due to the 99th Contracting Squadron at Nellis, AFB, NV by 1200HRS PST, 21 October 2014. The preferred method is electronically to the point of contact listed below.
