- 15RJT89_syn This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. This synopsis was originally posted as synopsis number N00164-14-RJT89. Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a single Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Raytheon of McKinney, TX, for a minimum of 2/ea and maximum of 12/ea Sea-Vue (ANPS-148) Radar systems, program support/sustainment which will include non-Recurring Engineering (NRE), developmental upgrades, procurement integration, installation, testing, training, Certification & Accreditation (C&A), prototype Engineering Development Model (EDM), Quick Reaction Capability (QRC), fielded-systems engineering support services, repairs, and sustainment of Aircraft Radar systems. Radar systems include the AN/APS-115, AN/APS-137, AN/APS-148 and AN/APY-10 derivative systems. The IDIQ number will be N00164-14-D-JT89, total estimated value $49M, with an ordering period effective 5 years from date of award. The Government will require delivery of the Radar Systems commencing 18 months after order at a rate of 1 per month until complete. The following Contract Line Items Numbers (CLINs) are anticipated: CLIN0001: Sea Vue AN/APS-148 Radar System 0001AA Full System - min 2/ea 0001AB Sea Vue Weapons Replaceable Assembly (WRA) #1, Regulator Exciter Synchronizer Processor (RESP) 0001AC Sea Vue WRA #2, Antenna 0001AD Sea Vue WRA #3, Radar Control Unit (RCU) 0001AE Sea Vue WRA #4, Transmitter CLIN0002: Engineering Services CLIN0003: Repairs CLIN0004: PIO Spares The required supplies and services will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the Sea-Vue Radar systems, Raytheon, is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
