- J&A Notice for GSA-FEMA Leased Trailers Requirement for DCs Atlanta and Cumberland The FEMA Logistics Management Division (LMD) has a requirement to provide life-sustaining commodities for rapid deployment to disaster stricken areas, Incident Support Bases and staging areas when a disaster is declared or forecasted. Each year, LMD has a requirement for lease trailers as disaster(s) occur, to support the first out commodities, which creates a shortage of trailers for additional emergency fulfillment requirements. The Vendor's leased trailers shall be able to assist FEMA's LMD with transporting life supporting/sustaining commodities in order to provide a faster response for eminent disasters support for tornado's, hurricanes, fire, earth quakes, and floods survivors. The General Services Administration (GSA) awarded a sole source, firm-fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-2 to Ryder Truck Rental, doing business as Ryder, for the 2014-15 FEMA leased trailers requirement in Atlanta, GA and Cumberland, MD commencing September 30, 2014 through March 31, 2015. This award was made under the authority of 41 U.S.C. 3304(a)(2), as implemented by and entitled, “Unusual and Compelling Urgency. ” GSA is making this award publicly available for a minimum of 30 days on the Government Point of Entry (at www.fedbizopps.gov ) in accordance with FAR Subpart 6.305.
