REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency (DLA) Aviation Richmond, Virginia PROGRAM OVERVIEW DLA Aviation is seeking information in an attempt to determine feasible strategic support options that will increase automation, improve efficiencies, and enhance support to our customers. Presently, DLA Aviation uses a multitude of sources, storage facilities, and delivery methods to satisfy its customer demands for roller bearing and bushing products. DLA Aviation intends to leverage commercial best practices to implement a solution which assures readiness, safety and efficiency. Ultimately, DLA Aviation's goal is to effectively reduce lead-times, reduce costs (both material and administrative) and improve support to the Warfighter. Scope of Project: This initiative contains DLA's managed National Stock Numbers (NSN) in Federal Stock Group (FSG) - 3110 Roller Bearings (Unmounted) Anticipated Scope: • Item delivery directly to DLA's customers (CD) and/or to DLA depots (DD) in accordance with time definite delivery terms. • Logistical support for the identified NSNs, which includes forecasting, purchasing, inventory management, quality control, receipt, storage, packaging, and obsolescence management. • Data management, to include experience with interoperability with industry partners and government systems. Request for Information (RFI) Questions: (Please answer in detail) A. Can your firm support Customer Direct (CD) orders? Explain. Please note that delivery requirements for CD orders are normally 2 to 10 days FOB Destination depending on the Issue Priority Designator. Priority 01 -03 orders require 2 days delivery; priority 04-08 orders are to be delivered in 5 days and priority 09-15 orders are to be delivered in 10 days. B. Does your company have an existing infrastructure in terms of warehousing, equipment, and/or personnel to support CD deliveries in this timeframe or would it have to be created? C. Does your company have existing supply chains in place to support commercial customers? D. Describe the delivery terms offered for commercial customers and/or previous experience with CD orders? E. Describe in detail your company's forecasting model. F. How much of a ramp up time would be needed before assuming responsibility for CD requirements? G. Approximately 1000 total NSN's were captured within 3110 FSC. Please annotate in the columns on the attached spreadsheet, which items you can provide CD, DD or not at all. H. What criteria did you use to determine which items would be supported CD versus DD? I. Please indicate if your firm is a manufacturer, non-manufacturer, dealer/distributor or other? J. If you are not a manufacturer please identify any written agreements or formal relationships with others to acquire and supply the NIINs identified in the attachment. K. Please provide an estimate of fees charged for services associated with customer direct delivery i.e. Forecasting, purchasing, inventory management, etc. L. Does your firm have the capability to price items in a 45 - 60 day period? How many NIINs can you price within 30, 45, or 60 days? M. Does your firm have any manufacturing or delivery order processing constraints? If so please advise what they are. N. What do you envision as the major risk areas of this effort and how would you mitigate those risks? O. DLA is required to purchase roller bearings as a domestic product. What method would you use to actively identify and notify DLA of items that change from domestic to foreign and back? P. Please describe your experience and ability to meet quality and special testing requirements including but not limited to Certificate of Quality Compliance, Product Verification Testing, Production Lot Testing, and First Article Testing. Q. Please describe your program for detection of counterfeit parts. R. Indicate your firm's business size. S. Does your company qualify for a small business sub-category? (i.e. 8A, HubZone, Service Disabled Veteran-Owned Small Business, Women-Owned Small Business) T. If your firm is a large business, provide the percentage below for each small business that will be utilized. 1) Small-Disadvantage Business (SDB) 2) Woman-Owned Small Business (WOSB) 3) HubZone 4) Service Disabled Veteran-Owned Small Business U. If an Industry Day or Pre-Solicitation Conference were scheduled in Richmond, Virginia, would your firm participate? Is Video Teleconferencing (VTC) preferred? Please recommend your preferred communication exchange method. Additional comments (Please limit to 300 words): Response to this market survey: This Request for Information (RFI) is being released solely for information, market research, and planning purposes. It does not constitute a RFP or a promise to issue an RFP in the future. This Market Survey/RFI does not commit DLA to contract for any supply or service. DLA is not seeking proposals at this time, and will not accept unsolicited proposals. Respondents are advised that DLA will not pay for any information or administrative cost incurred in response to this Market Survey/RFI. All costs associated with responding to this Market Survey/RFI will be solely the responding party's expense. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Market Survey/RFI.
