- Per FAR 5.201, the United States Special Operations Command (USSOCOM) Program Executive Office-Fixed Wing (PEO-FW) hereby notifies industry that it intends to conduct an Industry Day information session for the Medium Endurance Unmanned Air System (MEUAS III) Intelligence, Surveillance, and Reconnaissance (ISR) services (UAS/ISR). This office anticipates posting a Draft Request for Proposal (RFP) to FEDBIZOPPS (FBO) by late November 2014. This Industry Day is intended for prime offerors/teams with an existing (non-developmental) material solution for the UAS/ISR requirements only. A general information session will be held Wednesday and Thursday, 3-4 December 2014 starting at 8:00a.m. EST in Tampa, FL, at the Doubletree Tampa Airport Hotel. The UAS/ISR Fixed Wing Program Team will use Wednesday, 3 December 2014 as an open forum for questions and comments about the UAS/ISR requirements. On Thursday, 4 December 2014, the Government will offer the opportunity for technical one-on-one meetings (not to exceed 60 minutes) for potential prime offerors/teams to discuss the (UAS/ISR) requirements and technical/ performance requirements in the Draft UAS/ISR Performance-Based Work Statement (PWS) with the Government. Advance registration is required through the Contracting Officer(s), see instructions below. One-on-one meetings will take place on the date and time provided to each registrant with limited resources to make changes. To register for a one-on-one technical meeting and/or the general session; email the Contracting Officer, Christine.Johnson@socom.mil with a courtesy copy to Jennifer.Metty@socom.mil. Registrants shall include business name, address, attendee's full name (limited to 5 persons including subcontractors), a point of contact phone number, Commercial and Government Entity (CAGE) code and the Data Universal Numbering System assigned (DUNS) to your company. REGISTRATION BY TELEPHONE WILL NOT BE ACCEPTED. The deadline for submitting requests for one-on-one meeting is Friday, 14 November 2014. All attendees, in addition to those requesting one-on-one meetings, are required to register with the Contracting Officers (as stated above) no later than Friday, 14 November 2014. Questions will only be accepted via email and only to the Contracting Officers listed above. The deadline to submit questions is close of business Friday, 14 November 2014, so that these questions can be addressed during Industry Day. All questions submitted in advance, from the general session, or from the one-on-one sessions will be consolidated into a master questions list and answers will be provided to attendees of Industry Day after the event has concluded (within 5 working days) via a posting on FBO. Visit clearances will not be required for this location. The Government will NOT assume any liability for costs incurred by an offeror for travel expenses, presentations, marketing efforts or corporate data offered for examination. This is an unclassified meeting. All information to be discussed must be unclassified. All information provided by or discussed by the Offerors must not be Contractor Proprietary or Business Sensitive Information. Any information or ideas shared during this Industry Day may potentially be incorporated into, or considered in development of, the solicitation for UAS/ISR services. NOTE: Explicit Access is required for the draft RFP, RFP and other documents related to this acquisition. Contractors should be registered in the System for Award Management (SAM) database (www.sam.gov) before requesting access. You must be registered and logged into FedBizOpps to request Explicit Access and will also need to be logged in to view documents when Explicit Access is granted. At the top of the notice will be three tabs: Notice Details, Packages, and Interested Vendor List. The FedBizOpps Vendor User Guide indicates that when the Packages tab is selected, an option to request explicit access becomes available.
