Description
Naval Facilities Engineering Command (NAVFAC) Southwest, San Diego, California, is preparing to release a Solicitation for a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Environmental Multiple Award Contract (EMAC) for range sustainment and environmental remediation services at various locations within the Naval Facilities Engineering Command, Southwest area of responsibility and other Department of Defense and Federal Installations nationwide It is anticipated that most of the work will be performed in California. This is a competitive procurement being solicited as a 100% set-aside for small business concerns. This acquisition is being restricted to qualified small business firms. In order to qualify as a small business firm, companies must meet the requirements listed at the SBA ™s webpage (http://www.sba.gov/content/determining-business-size), be self-certified as a small business under the North American Industry Classification System (NAICS) Code 562910, and have current registration in the System for Award Management (SAM) database. The outcomes to be achieved under the Range Sustainment and Remediation Environmental Multiple Award Contract (RSR EMAC II) are to obtain range sustainment and remediation services. The contract focus is performance of range sustainment projects such as; clearance, processing, and recycling of range residue (defined as ordnance scrap and target debris) and UXO clearance/removal. Additional range sustainment services required under this contract may include, but are not be limited to; range component design, range closure, range maintenance, small arms range maintenance, range alteration, and range renovation. Range remediation projects include, but are not limited to; assessment and remediation of Munition Response Program (MRP) sites, and restoration of formerly used defense sites [to include both munitions components and hazardous, toxic, and radiological waste (HTRW) components].RSR EMAC II services will be performed primarily at various Navy and Marine Corps Installations within Naval Facilities Engineering Command (NAVFAC) Southwest ™s Area of Responsibility (AOR) to include; Arizona, California, Colorado, Nevada, New Mexico, Oregon, and Utah. RSR EMAC II services may also be performed at other DoD and Federal installations nationwide. The Contract term is for a base period of twelve (12) months and four (4) one-year option periods, for a maximum total maximum period of (five) 5 years. The NAICS Code for this acquisition is 562910, Environmental Remediation Services, with a corresponding small business size standard of 500 employees. The aggregate maximum dollar value of this procurement, including the base year and four on-year options under the resulting contracts shall not exceed $95,000,000. Task Orders awarded from this contract will range between $50,000 and $2,000,000. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. The minimum guarantee is $5,000 for the performance period of the resulting contracts. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection process as described in FAR 15.101-2 with the intent to award to up to five (5) contracts to the offerors whose proposals, conforming to the Request for Proposal (RFP), providing the lowest price technically acceptable proposal. Offerors are encouraged to submit their best proposal as the Government intends to evaluate proposals and award without discussions. Contracts will be awarded based on śLowest Price Technically Acceptable ť based on the following evaluation factors: Factor 1 “Past Performance; Factor 2 “Safety; Factor 3 “Specialized Experience; Factor 4 “ Technical Approach; and the Non-Technical Factor - Price An industry day will be held on 17 November 2014 prior to the posting of the synopsis or solicitation. The purpose of the industry day is to provide prospective offerors the opportunity to relay current industry trends/information and provide feedback on the anticipated Performance Work Statement (PWS) and evaluation factors prior to RFP issuance. Those firms who are interested in attending shall email Pamela Sons at Pamela.sons@navy.mil no later than 7 November 2014 to confirm their appointment. Based on the response multiple sessions may be held. Therefore, the exact time for the firm ™s attendance and instructions to allow entry into the Government building will be confirmed via email response to the request. The industry day will be held at 937 Harbor Dr, Building 1, 3rd floor, Nautical Room, San Diego, California 92132. The pre-solicitation synopsis will be posted to the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil and the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov around November 2014. The solicitation/RFP will be posted to the NECO website and the FEDBIZOPPS website around December 2014. THE SOLICITATION/RFP WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. No CDs or hard copies will be provided. IT IS THE CONTRACTOR ™S RESPONSIBILITY TO CHECK THE WEBSITES DAILY FOR THE POSTING OF THE PRE-SOLICITATION SYNOPSIS, POSTING OF THE SOLICTATION/RFP, AND POSTING OF ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Prospective Offerors MUST register themselves on the aforementioned website. Plan holders lists will not be faxed and will be available only at the NEFO/FEDBIZOPPS Internet website addresses listed above.
