- Team Aberdeen Proving Ground (APG) anticipates hosting the third annual Advanced Planning Briefing to Industry and Small Business Training on November 18-20, 2014 at Aberdeen Proving Ground (APG), MD. The APBI is subject to conference approval and funding and this announcement is meant only as a Save-the-Date at this time. The goal of the event is to provide the industrial base with networking opportunities and information on upcoming and long term potential contracting opportunities for mission areas that focus on: Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR); Research and Development/Testing and Evaluation (RDT&E); Chemical/Biological Defense (CBD); and Baltimore District Corps of Engineers. Additionally, the objective of the Small Business Training is to strengthen the knowledge of contracting procedures and decrease barriers to doing business with Team APG. The APBI will discuss potential contracting opportunities that are closely aligned with the technology roadmaps of each respective organization, specifically focusing on Fiscal Years 2015 and 2016 opportunities. Slides containing this information will be posted electronically prior to the APBI event. The government will not hear formal bids from industry as the purpose of the APBI is only for the government to brief upcoming opportunities to industry. As the Army strives to provide optimal support and capabilities with limited funds and resources, the ability to receive industry's input and innovation through avenues such as the APBI is crucial. With new technologies rapidly emerging in the commercial environment, this exchange of information will continue to advance solutions, ideas, capabilities and efficiencies. Team APG is aware of the challenges faced by small businesses and has worked to encourage their participation. The agility and innovation small businesses bring to the Army will help shape future development efforts, leverage competition and create new solutions. PLACE: Post Theater, Building 3245, Aberdeen Proving Ground (APG), MD AGENDA (tentative): Small Business Training - Tuesday, November 18, 2014 Morning 0830 Opening Remarks 0900 How to do Business with Team APG 1000 Organizational Conflicts of Interest 1100 Networking with Small Business Specialists Afternoon 1300 Small Business Misrepresentation of Size Standards and Impact to Acquisition 1430 Source Selection Process (including Best Value Continuum) 1530 Source Selection Procedures (Evaluation and Discussions) 1630 Closing Remarks APBI - Wednesday and Thursday November 19-20, 2014 Day 1- Morning (8-11:30 a.m.): Army Contracting Command - Aberdeen Proving Ground (ACC-APG)/US Army Corps of Engineers - Baltimore District Day 1- Afternoon (1:30-6:00 p.m.): Program Executive Office for Command, Control and Communications - Tactical (PEO C3T)/Program Executive Office for Intelligence, Electronic Warfare, and Sensors (PEO IEW&S)/Communications-Electronics Command (CECOM) - Evening Networking Reception (1830-2030) (attended by Team APG Senior Leadership). This event will require a separate registration through APG FMWR. Day 2- Morning (8-12:00 p.m.): Research, Development, and Engineering Command (RDECOM) Day 2- Afternoon (2:00-6:30 p.m.): Army Test and Evaluation Command (ATEC)/Joint Program Executive Office for Chemical and Biological Defense (JPEO CBD)/Defense Threat Reduction Agency (DTRA) - Joint Science and Technology Office/US Army Public Health Command (USAPHC)/US Army Medical Research Institute for Chemical Defense (USAMRICD) Note, lunch will not be provided. There will be a two hour lunch break each day to allow ample opportunity to visit local establishments for lunch. There will be no presentations or meetings during the lunch break. REGISTRATION: The APBI and Small Business Training will be unclassified and open to all interested contractors, large and small businesses, and academia as well as other government stakeholders. All attendees must meet the requirements for admission to APG, to include: proper identification (i.e. driver's license and/or common access card), car registration, or a car rental agreement, and proof of insurance. Note: As of 15 October 2014, there is a change to installation access procedures. All entrants without a CAC or military ID card will be required to enter through the Rt 715 Visitor's Center. All entrants' licenses will be run through the National Crime Information Center (NCIC) prior to entry to the installation. ***Note: Registration for the APBI will be on a half day basis. It is the participant's responsibility to ensure registration for the Small Business training and each half day of APBI participation.*** Registration information has been revised and is anticipated as follows: Exclusively for small businesses, as defined by the size thresholds for any North American Industry Classification System (NAICS) code relevant to the type of work the company may intend to pursue at APG, registration is tentatively scheduled to begin on November 3, 2014, concurrently with the electronic posting of contracting opportunities. Open registration is tentatively scheduled to begin at 1200 EDT on November 7, 2014. Registration for the event is tentatively scheduled to close on November 17, 2014 or when capacity is reached. Registration will be at no cost and does not limit the number of representatives per company. Specific registration procedures will be released via amendment to this notice prior to registration opening.
