This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-73. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111, with a small business size standard of $35.5 million. The Department of Veterans Affairs, Veterans Benefits Administration, located in Montgomery, AL. is seeking to provide Trash/Garbage Collection and Disposal Services. An offeror must ensure that they are self-certified under NAICS Code 562111 in the Representations and Certifications portion of SAM. 001AL-11-15-ALimitations on Subcontracting - Monitoring and Compliance (JUNE 2011) Limitations on Subcontracting - Monitoring and Compliance This solicitation includes 852.219-10 VA Notice of Total Service Disabled Veteran Owned Small Business Set-Aside and FAR 52.219-14 Limitations on Subcontracting. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an "Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement" to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor's compliance with the limitations on subcontracting or percentage of work performance requirement. ? EVALUATION FACTORS AND CRITERIA FOR AWARD The Government will award a contract resulting from this solicitation to the responsible offeror who represents the lowest overall cost alternative, considering price, special features (i.e. technical proficiency, past performance) to meet the Government needs. Evaluation Criteria: 1.PRICE. Price will be determined by multiplying the offered prices times the estimated quantities in the "Price/Cost Schedule page 7-8" and arriving at a grand total, including all options. 2.TECHNICAL ACCEPTABILITY. Technical acceptability will be based on the following criteria: a. Ability to do Trash Removal Services; b.ORGANIZATION SUPPORT AND EXPERIENCE. The offeror should include information relating to its organization, personnel, and experience, including, but not limited to, references, together with contact names and telephone numbers, evidencing the offeror's qualifications, and capabilities to perform the services required by this RFQ. Offeror shall be able to show evidence of reliability, timely responses to calls, and the ability and experience by furnishing; (1) A list of personnel who will perform under the contract showing the length and type of experience of such personnel and (2) the names and addresses of other concerns and/or Government Agencies for which prior comparable services were rendered by the offeror. Generally, the offeror shall have had approximately 5 years successful experience in Trash Removal Services. Any offeror not submitting adequate documentation of this, 5 years of experience shall be deemed technically unacceptable and the offer will not be considered. 3.Forward past performance questionnaires to at least three references for whom your company has provided services similar in size and scope to this project for completion.
