Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-12-G-0006 to the Bell Boeing Joint Program Office on an "other than full and open" competitive basis to implement the Drive Tube/Trunnion Assembly Redesign for the MV/CV-22 Osprey aircraft. This effort would complete the NRE and provide the recurring efforts to formalize the use of the redesigned Drive Tube for use on the MV/CV-22 Osprey via forced retrofit. The initial step 1 NRE was previously contracted through Bell-Boeing. This effort would also include base and option year procurement of all retrofit kit material, trainer kit material, and spares required to construct and install the MV/CV-22 Osprey Drive Tube/Trunnion Assembly. Bell-Boeing is the only company who possesses the unique engineering data, technical skills, established tooling, support equipment, facilities and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts. For subcontracting opportunities, please contact Ralph D'Iorio at (610) 591-9157 or ralph.b.d'iorio@boeing.com, and Matthew Sticksel at (817) 280-3103 or msticksel@bh.com. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statement received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
