- Notice of Intent to Sole Source The Office of Personnel Management (OPM) intends to issue a non-competitive award that will result in the issuance of a contract to the ICF International, 9300 Lee Highway Fairfax, VA 22031 period of performance October 2014 through December 2015. The Office of Personnel Management's (OPM) Federal Executive Institute (FEI) has a requirement to contract for educational services for a course ICF International developed for OPM's Training and Executive Development (TED) unit within the Work Life and Leadership and Executive Development (WLLED) Group. The course ICF developed is titled Applying Executive Core Qualifications (ECQs) for Effective Enterprise Leadership in the Federal Government. It is a one-day classroom based training designed to provide Federal leaders with a deep practical and theoretical understanding of the OPM ECQs, as well as the knowledge on how to apply ECQs to lead cross-cutting change initiatives that require broad collaboration across organizations and agencies. The course draws on a case study of the 2011 interagency collaborative effort to design a government-wide model SES performance appraisal system, and provides participants with a highly-participatory and interactive experience. The course includes simulations and exercises in which participants have an opportunity to explore various leadership behaviors, make decisions that lead to specific scenario outcomes, and collaborate and network with other participants. This will be a "train the trainor" session for FEI facilitators. Before FEI facilitates multiple offerings of the above course, FEI intends to have the contractor who developed and piloted the course facilitate the first delivery of the course, with FEI observing. This will ensure that FEI facilitates the course in future sessions in the way that it was intended, and it will maximize the value provided by the course to attendees over the longer term. As such, the OPM CLD/FEI requires the services of ICF International to facilitate one offering of a one-day delivery of the Applying Executive Core Qualifications for Effective Enterprise Leadership in the Federal Government course to an audience of senior executives and FEI facilitators. Professional development is a valuable way to help Federal leaders strengthen their leadership skills. To foster an effective Federal workplace, Federal leaders need a strong understanding of the competencies essential to build a Federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. FEI being equipped for effective delivery of the course -- Applying Executive Core Qualifications for Effective Enterprise Leadership in the Federal Government -- as it was intended - will provide executives with heightened awareness of the significance and interrelationship of ECQs for strategic, collaborative, and transformational leadership, and with understanding of successful leadership practices to use in their work and organizations. It will also result in: progress for OPM on various President's Management Agenda "People and Culture" initiatives and increased performance from Federal leader Significant costs were incurred to create this executive development course. ICF developed the course in close collaboration with OPM using a variety of methods including interviews with senior executives, conducting independent research, and having multiple one-on-one conversations with the executive in charge of the SES performance appraisal design at OPM. The initial pilot offering of the course, delivered to senior executives, yielded positive results, with participating executives reporting the value of repeating the improved course for SES members. Those initial pilot attendees also provided helpful information about ways to enhance the course design. To ensure that senior executives receive the same high quality training as it was intended and to standardize information provided, it is in the best interest of the Federal Government to procure these services from ICF. ICF has demonstrated that its years of history, exceptional performance results, experience, and expertise lend credibility behind their products. The authority for this award is FAR 13.106 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The North American Industry Classification System (NAICS) Code for this requirement is 611430. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Detailed capabilities statements must be submitted to bonnie.boston@opm.gov. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. System for Award Management (SAM) is required prior to execution of award. If no responses are received, it is Government's intention to issue an award to the ICF International.
