- The U.S. Environmental Protection Agency (EPA) Office of Water, Office of Ground Water Drinking Water (OGWDW), Standards and Risk Management Division (SRMD), Technical Support Center (TSC), under regulations promulgated under the Safe Drinking Water Act, is required to ensure that public water systems achieve water quality standards to protect public health. The EPA intends to negotiate on a sole source firm-fixed-price contract with a small business entity, Process Applications Incorporated (PAI), under the authority of FAR Part 6.302-1 in support of its National Network of Area-Wide Optimization Programs (AWOP)s. The Office of Water facilitates the implementation of AWOPs through governmental Primacy Agencies as a proactive approach for achieving compliance with regulations promulgated under the Safe Drinking Water Act. PAI is uniquely qualified to support the implementation of EPA's AWOP by a growing network of drinking water primacy agencies. This unique qualification is based upon PAI?s thirty-plus years of experience in the original development, documentation, enhancement and ongoing implementation of the program. The Composite Correction Program (CCP) is the technical basis for this work. PAI is the contractor which authored the first technology transfer handbook on the subject in the form of an EPA handbook focused on improving wastewater treatment plant performance in 1984 (EPA-625/6-84-008). Success with wastewater treatment performance improvements paved the way for applying CCP to drinking water treatment. PAI subsequently authored another EPA technology transfer document in 1990 (EPA/625/8-90/017) and again in 1991 (EPA/625/6-91/027) on the topic of optimizing drinking water treatment plant performance using the CCP. The technology transfer document published in 1991 was then revised twice more by PAI (1998 and 2004). No solicitation or request for quote (RFQ) is available. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement may submit a capability statement which must address the outlined areas below, and if received within fifteen days (15) calendar days of the date of this announcement will be considered. The capability statements shall address the offeror?s technical and implementation expertise in the areas of drinking water treatment optimization, and maintaining water quality in distribution system storage and conveyance facilities. In addition the capability statement shall also address the offeror?s working knowledge of the existing Composite Correction Program, which is the basis for most Optimization Program Activities. A determination not to compete the proposed firm-fixed-price contract based on upon the responses to this notice is solely within the discretion of the Government.
