- 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JULY 2014) List of office equipment (77 pieces) and locations This notice is a Notice of Intent (NOI). The Government intends to negotiate on a sole source basis with Laser Printers Plus for the procurement of a 1 year Service and Maintenance Agreement for 77 pieces of office equipment, printers, copiers and scanners, for the Comparative Medicine Branch, NIH, NIAID. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-76 July 25, 2014. The North American Industry Classification System (NAICS) code for this procurement is 811212, Computer and Office Machine Repair and Maintenance, with a small business size standard of $27.5 million. A small business set aside is not applicable. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Laser Printers Plus a one year, Service Maintenance Agreement for 77 pieces of office equipment (see attached list of equipment). The contractor will provide on-site maintenance and support for all machines listed on the maintenance schedule to include; consumables, maintenance and repairs. The CMB and their office equipment is located in multiple locations to include the following buildings: TW1, TW2, TW3, 14BS, 10, 4, 50, 3,102 and 33. The contractor, and individual personnell servicing equipment, are required to maintain security clearances and access to equipment located in a BSL-3 facility. Access to the BSL-3 is limited and requires prior approval through the Department of Homeland Security. Laser Printers Plus currently holds the necessary clearances required for access to these facilites. The period of performance is 11/01/2014 - 10/31/2015 (1 year). The objective is to minimize downtime to allow CMB to perform critical daily experiments without disruption. Place of Performance: NIH, 9000 Rockville Pike, Bethesda, MD 20892, United States. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
