- Disclaimer: This is not a solicitation. This is not a request for quote (RFQ), invitation for bid (IFB), request for proposal (RFP), request for application (RFA), or an announcement of a solicitation. This is an RFI in accordance with Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997). All responsible businesses' responses will be considered by the Government. This is NOT a solicitation for proposals, proposal abstracts, or quotations. No solicitation of offers is made by this synopsis. Your response to this requested information will assist the Government in identifying sources who have demonstrated capabilities and determining the appropriate acquisition method. No Request for Proposal (RFP) or Request for Quote (RFQ) exists at this time. The government does not intend to award a contract on the basis of this RFI. The information requested herein is for information purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or awarded. No entitlement to payment of direct or indirect cost or changes by the Government will arise as a result of the submission of information. The purpose of this announcement is solely to gather information from the marketplace and any responses received will not be considered as an offer and cannot be returned. Telephone and email responses are NOT solicited. No solicitation exists; therefore, do not request a copy of the solicitation. Contractors responding to this RFI are advised that participation does not ensure involvement in future solicitation or contract awards. The government will not notify the industry of the results of this RFI evaluation. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Responders are responsible for monitoring www.fbo.gov for additional updates and a solicitation, if released. Statements expressing opinions, sentiments, or conjectures are not considered valid inquiries and will not receive a response.   Background: The Federal Bureau of Investigation (FBI) Information Technology Engineering Division (ITED)'s mission is to provide state-of-the-art engineering leadership in order to enable the FBI's current technological infrastructure to ensure mission success and enhance mission capabilities in the critical areas of national security, law enforcement, intelligence, counter-intelligence and counter-terrorism. ITED's solutions will ensure accurate and reliable IT capabilities that permit the efficient retrieval, sharing, use, and analysis of information. The goals of ITED are to: • Develop, institutionalize, and maintain enterprise-wide architecture, engineering, and data management standards. • Engineer, design, and develop enhancements, upgrades, and refinements for IT infrastructure and platforms to streamline and accelerate the introduction of new technology in support of the FBI's mission. • Architect, design, and develop directory, electronic communication, portal, analysis and infrastructure solutions for the enterprise. • Maintain a healthy IT Enterprise by allowing users to access multiple network enclaves from a single user workstation, using secure thin client technology. Objective: The FBI Information Technology Contracts Unit (ITCU) is conducting market research for ITED, who is seeking Contractors to provide an Unclassified Network (UNet) Virtual Desktop Infrastructure (VDI) or UVDI solution to facilitate removal of all FBI UNet Local Area Network (LAN) infrastructures by providing a means to access UNet via FBINet. The benefits of the implementation of the VDI or UVDI solution include: (a) Reduction of office space needs and fiber installations, (b) Improvement in customer experience, (c) Ability to increase network performance at small sites, (d) Consolidation using multiple enclave workstations, (e) Avoidance of UNet expansion costs for the 10,000 users who currently have no access to UNet, (f) Reduction of tech refresh costs (workstations, printers, network that is aging and outlived its lifecycle by approximately five (5) years and is no longer supported by the manufacturer), (g) Reduction of Operations and Maintenance (O&M) costs for network infrastructure troubleshooting (routers, switches, etc) for both FBI Headquarters (HQ) and Field Office (FO) technicians, (h) Capability to support the virtual workspace roadmap, (i) Ability for agents, analysts and support staff to access UNET if they only have a FBINet workstation at their locations, (j) Implementation of the infrastructure to support Enterprise Remote Access Service (ERAS) which provides telework capabilities, and (k) Capability to simplify the FBI's network infrastructure. Information Requested: All interested companies must include responses to the below questionnaire and the requested company information. All responses to the questionnaire must be answered with a firm "Yes" or "No" along with supporting information. At the minimum, all information provided must be in relation to VDI projects at Federal Government agencies. Conversely, information in relation to VDI deployments at city, county state, or commercial entities may be provided in response to all questions except # 5. The Government intends to verify the RFI responses with the vendor's indicated Representative(s) and/or the indicated Government Agency/Commercial Company point(s) of contact. Questionnaire: 1. Acting as a prime contractor, does your company have prior VDI deployment experience, performing at least 51% of integrated engineering services, with a UCDMO-approved cross-domain VDI technology integration? 2. Acting as a prime contractor, does your company have experience in leading at least one VDI deployment of no less than 35,000 concurrent sessions in the past 7 years? 3. Acting as a prime contractor, does your company have experience leading at least one VDI deployment in which the VDI design was scalable? 4. Acting as a prime contractor, does your company have experience leading at least one VDI deployment in which the VDI solution had/has 99.95% availability both within a datacenter and between multiple datacenters? 5. Acting a prime contractor, does your company have VDI deployment experience in an "Intelligence Community" agency in the Federal government? 6. Acting as a prime contractor, does your company have experience deploying a VDI solution to at least 800 locations across the Continental United States (CONUS) and/or Outside the Continental United States (OCONUS)? 7. Does your company currently hold status as a certified solution provider for a VDI platform or hold membership in a VDI-partner network? 8. Does your company currently have a formal or informal partnership with a VDI-solution manufacture? 9. Does your company have $15,000,000 or more in credit capacity to purchase equipment (VDI-related hardware/software)? 10. As a prime contractor, does your company hold an active Top Secret (TS) Sensitive Compartmented Information (SCI) facility clearance? Company Information (Please Provide) 1. Name and address of firm. 2. Size of business and socioeconomic status (i.e., small, large, 8(a), etc.); NAICS cost is 541512. 3. Acquisition vehicle(s), as a Prime Contract Holder, with VDI integration services within scope. 4. Government agency and/or commercial company point(s) of contact for vendor-provided responses to questions# 1-6 in the questionnaire (project name, contract number, contact information (name, agency, phone number, email address), period of performance, question number in which the point of contact is verifying). **Government Agency/Commercial Company Contact" is the customer Program Manager, Contracting Officer, and/or Contracting Officer Representative/Technical Lead for the effort. Customer executives that didn't have daily interaction and team leads who were only engaged in part of the overall project will not be considered as viable references. Please advise the listed point(s) of contact that the FBI intends to interview all references to validate select responses. 5. Vendor Representatives to verify responses to questions# 1-10 (name, title, phone number, email address). Standard product brochures will not be considered as a sufficient response to this synopsis.   Tentative Schedule 1. RFI Release: 10/17/2014 2. RFI Responses Due: 11/10/2014, No later than 5:00 pm EST 3. Verification/Clarification (of Vendor-provided RFI Responses) Period: 11/17/2014-11/21/2014 **As deemed necessary, vendor representatives and/or indicated Government Agency/Commercial Company point(s) of contact will be contacted to provide verification and/or clarification of information in RFI responses. ** Submission Requirements: Please submit your submission via email to Keenan Robinson at keenan.robinson@ic.fbi.gov and carbon copy (cc) Saundra Kpadeh at saundra.kpadeh@ic.fbi.gov no later than 5:00pm EST on November 10, 2014. The response shall be submitted in Microsoft Office 2007 (Word, Excel, and PowerPoint). The response shall be no more than 5 single-sided, single-spaced pages (excluding the cover page), and use a minimum font of 12 points (Times New Roman) on 8 ½ x 11-inch paper. Margins shall be at least 1 inch. Each page shall be separately numbered. All information should be UNCLASSIFIED. All information considered proprietary shall be marked accordingly. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Properly identified proprietary information will be safeguarded in accordance with government regulations. The government will send an acknowledgement of receipt when an RFI package is received. It is the Offeror's responsibility to ensure its submission arrives by the required date and time. For the purposes of establishing timely receipt of a response, the date and time will be established based upon the electronic copy submission.
