Unit of Issue: LB Destination Information: FOB ORIGIN - STOCK ONLY Delivery Schedule: SEE RFP WIRE, NONELECTRICAL STEEL,CRES, PASSIVATED, ANNEALED, TYPE 302 0.032 IN DIA 366 FT LG 366 FT/LB 1 LB/SL (REF) This item must be in compliance with the Reduction of Lead in Drinking Water Act of 2011, revised Section 1417 of the Safe Drinking Water Act (SDWA or Act). Compliance to the Reduction of Lead in Drinking Water Act was effective on January 4, 2014. This item is considered lead free, which means: (1) not containing more than 0.2 percent lead when used with respect to solder and flux; and (2) not more than a weighted average of 0.25 percent lead when used with respect to the wetted surfaces of pipes, pipe fittings, plumbing fittings, and fixtures. MERCURY OR MERCURY CONTAINING COMPOUNDS SHALL NOT BE INTENTIONALLY ADDED TO,OR COME IN DIRECT CONTACT WITH,ANY HARDWARE OR SUPPLIES FURNISHED UNDER THIS CONTRACT. EXCEPTION: FUNCTIONAL MERCURY USED IN BATTERIES, FLUORESCENT LIGHTS, REQUIRED INSTRUMENTS; SENSORS OR CONTROLS; WEAPON SYSTEMS; AND CHEMICAL ANALYSIS REAGENTS SPECIFIED BY NAVSEA. PORTABLE FLUORESCENT LAMPS AND PORTABLE INSTRUMENTS CONTAINING MERCURY SHALL BE SHOCK PROOF AND CONTAIN A SECOND BOUNDARY OF CONTAINMENT OF THE MERCURY OR MERCURY COMPOUND. (IAW NAVSEA 5100-003D). THE USE OF ANY CLASS I OZONE-DEPLETING SUBSTANCE (ODS) IN THE DESIGN, MANUFACTURING, TESTING, CLEANING, OR ANY OTHER PROCESS FOR THIS ITEM UNDER ANY MILITARY OR FEDERAL SPECIFICATION, STANDARD OR DRAWING REFERENCED IN THIS ITEM DESCRIPTION IS "PROHIBITED" UNLESS THE SEPARATE WRITTEN APPROVAL OF THE CONTRACTING OFFICER IS OBTAINED. THIS PROHIBITION SUPERSEDES ALL SPECIFICATION REQUIREMENTS BUT DOES NOT ALLEVIATE ANY PRODUCT PERFORMANCE REQUIREMENTS. THIS DOES NOT APPLY TO COMMERCIAL ITEMS, AS DEFINED IN "FAR 11.001" OR TO PART-NUMBERED- ONLY ITEMS. CRITICAL ITEM - SOURCE INSPECTION REQUIRED. IF THE APPLICABLE (OEM OR MILITARY) DRAWING, SPECIFICATION, STANDARD, OR QUALITY ASSURANCE PROVISION (QAP) SPECIFIES AN ACCEPTABLE QUALITY LEVEL (AQL), THE SAMPLING ACCEPTANCE NUMBER SHALL BE REDUCED TO ZERO (0). FOR EXAMPLE, IF THE ACCEPT REJECT CRITERIA IS ACCEPT ON (3) DEFECTS AND REJECT ON (4) DEFECTS, THE NEW ACCEPT REJECT CRITERIA IS ACCEPT ON (0) DEFECTS AND REJECT THE ENTIRE LOT ON (1) DEFECT. EVEN THOUGH THE ACCEPTANCE LEVEL IS ELIMINATED, THE SAMPLE SIZE REMAINS THE SAME. MIL-STD-130N, 16 Nov 2012 IDENTIFICATION MARKING OF U.S. MILITARY PROPERTY SPECIAL PACKAGING CODES Z AND ZZ SHALL BE AS SPECIFIED IN ASTM A700. VINYL OR PLASTIC COATED PRESSURE SENSITIVE LABELS ARE AUTHORIZED FOR ALL MARKING ON STRUCTURAL SHAPES, PIECES SHIPPED LOOSE OR BANDED SECURED LIFTS. SECURED LIFTS SHALL BE IDENTIFIED ON EACH END. ADDITIONAL MARKING REQUIREMENTS: WHEN THE CONTRACT OR ORDER REFLECTS TWO UNITS (EXAMPLE: FT-LB, LB-SH, LB-CL, ETC.) SHIPMENT MARKINGS SHALL INCLUDE THE QUANTITY OF BOTH UNITS. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. ( x ) Drawings/Specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date. ( x ) The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 5 years. (x ) While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. 10.
