Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA250-15-Q-0015 is being issued as a Request for Quotation (RFQ), with the intent to award a Firm-Fixed Price contract for services. All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The contract duration is for twelve (12) months, with 4 option years to be exercised unilaterally at the discretion of the Contracting Officer. This requirement is unrestricted-insufficient small business for commercial items under the North Atlantic Industrial Classification System (NAICS) 812332. All offers are to be received by Adoniss Gibson via email at Adoniss.Gibson@va.gov by 1:00pmEST Friday, October 24, 2014. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors must include their best offer with option years listed separately, Dunn's & Bradstreet number, Business ID number, certifications and credentials, references of past performance to include prior customer's phone number, prior customer's name and address, and any letters of references. The following factors shall be used to evaluate offers in relative order of importance: Technical capability; Socio- Economic status; Price; and Past Performance. In accordance with provision 52.212-1, Instructions to offerors-Commercial items applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with this offer. The clause at 52.212-4, Contract Terms and Conditions -Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition.
