- This is the SF Form 74 referenced within the solicitation. This is the form that must be completed in order to have access to the base for the site visit. This is the Request for Quotation (RFQ) form that needs to be completed in order to compete. This is the Performance Work Statement (PWS) that is referenced within the solicitation and the RFQ. It contains the Details about the requirement. COMBINED SYNOPSIS/ SOLICITATION AIR COMPRESSOR & AIR DRYER REPLACEMENT F1M2X14273AW01 (IAW FAR 12.603 (c)). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M2X14273AW01 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combination solicitation synopsis that will used to submit quotes. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77 effective 14 Oct 2014. (iv) This acquisition is being solicited on an restricted basis, 100% small business under NAICS code 333912 with size standard of 500 Employees. (v) Contractor shall submit a quote for the purchase, installation, and removal of a Rotary screw air compressor and a refrigerated dryer at Joint Base Charleston - Air Base (JB CHS-AB), South Carolina. All responsible sources may submit a quote, which shall be considered. ***A site visit will be conducted at the Corrosion Control Facility, Bldg 515, Joint Base Charleston, on the Air Base at 9:00 AM (EST) on Wednesday, 22 October 2014, for any interested parties. All prospective Offerors participating in the visit shall meet at the visitor center located at the Dorchester Road entrance to the Air Base. All prospective Offerors are urged to attend this conference. All attendees MUST COMPLETE the Security Forces Form 74 posted with this solicitation, and return the form along with a copy of the respective persons ID and Social Security Card to A1C Joshua Nardone, Contracting Specialist at (843) 963-3337, Fax number (843) 963-5183, e-mail address joshua.nardone.2@us.af.mil NLT 20 October 2014 at 10:00 AM EST if they plan to attend. (vi) The contractor will be responsible for providing all personnel, supervision, and any items and services necessary to purchase, acquire, install, and op-check replacement air compressor and air dryer unit, and remove the existing air compressor and air drying unit at Joint Base Charleston Air Base (JB CHS AB). The work shall be performed according to the requirements in the attached PWS and conform to the professional standards identified in the contract. (vii) The time frame for equipment order and installation shall be 14 days or less after award of contract. Note: determine evaluation criteria and modify clause as required. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Price. 2. Technical capability of the item offered to meet the Government requirement. The Government will evaluate the total price of the offer for award purposes. The Government will award a contract to the lowest priced technically acceptable offer. The WAWF routing information will be provided upon award.) • DFARS 252.246-7000, Material Inspection And Receiving Report • AFFARS 5352.201-9101 OMBUDSMAN (NOV 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 <http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf> competition performance decisions).
