EXPRESSION OF INTEREST FOR TECHNICAL AND POLICY SUPPORT FOR NATIONAL NUCLEAR SECURITY ADMINISTRATION (NNSA) PROGRAMS Brookhaven Science Associates, LLC (BSA), under Contract DE-AC02-98CH10886 with the U.S. Department of Energy (DOE) for the operation of Brookhaven National Laboratory (BNL), is seeking expressions of interest from firms regarding efforts to promote strengthened safeguards in the area of nuclear nonproliferation by providing technical support to a number of NNSA programs. Currently, BSA is working to expand the support that it is capable of providing to the NNSA, particularly in those areas involving the Next Generation Safeguards Initiative (NGSI) which addresses safeguards human resources, technology, policy, concepts and approaches. To do so, BSA is seeking technical and policy support in the areas related to: 1. The International Atomic Energy Agency (IAEA) and its programs in safeguards; 2. The negotiation of U.S. safeguards agreements and the Model Additional Protocol; 3. Proliferation resistance assessment; and 4. The effectiveness and practicality of safeguards concepts and approaches for new reactors and fuel cycle facilities. Scope of Work The scope of work to be performed includes the following: 1. Technical support for its efforts to support NNSA projects related to developing advanced safeguards concepts, policies and approaches for new fuel cycle facilities, especially advanced aqueous and pyro-reprocessing plants and small and medium reactors. This support will include: • Assisting / identify needs in safeguards methods and technologies for the new facilities, with particular focus on projects relating to safeguards by design and process monitoring; • Assisting /identify proliferation and safeguards vulnerabilities in new energy systems and examine related assessment methods to identify perceived gaps between needs and available technology and methods; • Provide technical analysis, participate in expert groups, and provide other backstopping support on issues raised in the context of the IAEA Board, Secretariat, or through interagency policy-making with respect to the IAEA; and • Assist in the review of papers and provide guidance on projects addressing the evolution of safeguards. 2. Provide technical and policy support to NNSA on the implementation of the Additional Protocol in the United States. 3. Provide direct support to the IAEA project "Proliferation Resistance and Safeguard Ability Assessment (PROSA) Tools," sponsored by the IAEA Division of Nuclear Energy and its International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO) program. 4. Participate, on an as required basis, in bi and multilateral IAEA workshops related to safeguards and security by design for countries that are newcomers to nuclear power. This will assist BSA in representing the NA-241 safeguards by design program at the workshops in accordance with direction provided by NNSA federal program managers. 5. Provide technical support to BSA on issues associated with human, financial and technical resources required for the effective implementation of future safeguards in the U.S. and in foreign countries. This will include providing BSA with technical support to assist NNSA efforts to establish sustainable Human Capital Development (HCD) programs that support the objectives of NGSI. Such efforts include internships, fellowships and other training opportunities. 6. Conduct a seminar at BSA on the evolution of nuclear safeguards. The seminar is tentatively scheduled to be held in December 2014. Description of Services: In order to expand the support that can be provided to the NNSA in the areas of international policy aspects of nuclear nonproliferation and international nuclear safeguards the NN Department needs to expand its base of expertise in these areas. To do so, the NN Department requires the services of an expert that can provide technical and policy support in the areas related to: 1. The International Atomic Energy Agency (IAEA) and its programs in safeguards; 2. The negotiation of U.S. safeguards agreements and the Model Additional Protocol; 3. Proliferation resistance assessment; and 4. The effectiveness and practicality of safeguards concepts and approaches for new reactors and fuel cycle facilities. Additionally, the expert should possess extensive experience in the following areas: • Work experience in the U.S. Department of State, the National Nuclear Security Administration Organization, and with the U.S. National Laboratory System; • Work experience on nuclear nonproliferation and safeguards issues; and • Direct experience within the U.S. Government addressing nonproliferation and safeguards policy issues. • Over 30 years' experience in the areas of nuclear safeguards and physical security, proliferation of weapons of mass destruction, nuclear waste management, and fuel cycle and reactor technology assessment and commercialization studies.
