- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 325120. This is a contract request or intent of this notice is to determine the availability of qualified commercial sources technically capable of providing all labor, material, and parts required to deliver supplies of UHP gas cylinders and liquid nitrogen, and perform full maintenance on a 3000L micro-bulk nitrogen tank for the United States Army Criminal Investigation Laboratory (USACIL), Fort Gillem, Georgia as follow: STATEMENT OF WORK COMPRESSED GAS AND LIQUID NITROGEN SUPPLIES 1.0General. 1.1 The Defense Forensic Science Center (DFSC) ), located at Gillem Enclave, Forest Park, Georgia, provides forensic laboratory services to Department of Defense investigative agencies and other Federal law enforcement agencies. The U.S. Army Criminal Investigation Laboratory (USACIL) requires an assured supply of Ultra-High Purity (UHP) laboratory consumable gases and liquid nitrogen to maintain operations within the parameters of the ISO 17025 forensic laboratory accreditation. Numerous highly sensitive forensic instruments require consumable gases to operate and are critical to the conduct of forensic analysis casework performed by all facets of the USACIL. The liquid nitrogen tank also provides all the gaseous nitrogen for the DFSC. 1.1 SCOPE The vendor proposal shall furnish all labor, material, and parts required to deliver supplies of UHP gas cylinders and liquid nitrogen, and perform full maintenance on a 3000L micro-bulk nitrogen tank to be provided by the contractor. All services shall be performed on site in accordance with the manufacturer's specifications and best commercial practices with the least interference with the Government's operations. This proposal will initiate service on 5DEC14 and should include an initial 12 month base year, one option year, and a changeover plan for phase in/phase out of service. 1.2 FULL MAINTENANCE/ SERVICE OBJECTIVES The contractor will monitor the micro-bulk nitrogen tank through a telemetry device. A representative of the contractor will contact the USACIL representative and arrange for the refill of the micro-bulk nitrogen tank. The tank will never be allowed to reach a level lower than 20% full. USACIL reserves the right to request delivery of liquid nitrogen regardless of tank level reading. The USACIL representative will contact the contractor and arrange for an expedited refill of the bulk nitrogen tank if the reading level reaches 10% or lower. This expedited refill will take place within one business day from the time of the initial notification to contact the contractor. Deliveries will be performed during the hours of 9:00AM to 3:00 PM EST/EDT, Monday through Friday. Loss of product due to micro- bulk nitrogen tank maintenance issues will be replaced at no cost to the customer. The USACIL representative will contact the contractor and arrange for the delivery of compressed gas cylinder products as needed. The representative will specify the types of products and the number of cylinders to be delivered. Delivery will take place within three workdays from the time of the initial notification. All depleted cylinders will be removed from USACIL at the time of full cylinder delivery. Total number of compressed gas cylinders on location will not exceed 50 without prior written authorization from USACIL. Deliveries will be performed during the hours of 9:00 AM to 3:00 PM EST/EDT, Monday through Friday. Loss of product due to compressed gas cylinder maintenance issues will be replaced at no cost to the customer. The compressed gas cylinders are the property of the contractor, will be maintained by the contractor, and will be rented from the contractor on a monthly basis. The micro-bulk nitrogen tank will likewise be the property of the contractor, will be maintained by the contractor, and will be rented from the contractor on a monthly basis. 1.3 CONSUMABLE SUPPLIES AND SERVICES Salient characteristics of these consumable gases must meet a minimum specification in order for the laboratory instrumentation to perform at expected levels. The following consumable gases are needed in Ultra High Purity (UHP) with the anticipated usage for one year shown below. The contractor will monitor the micro-bulk nitrogen tank through a telemetry device for rapid delivery, in accordance with the Statement of Work. Miscellaneous recurring charges to be included in the vendor proposal may include monthly delivery, monthly HAZMAT service, monthly fuel surcharge, monthly UHP cylinder rental, monthly bulk tank rental, and annual Contracting Manpower Reporting service. The standard cylinder size is 300 cu.ft. Micro-bulk liquid nitrogen will be priced per hundred cubic feet (CCF). 1.4 ON CALL MAINTENANCE On call maintenance includes all travel, labor, and repair parts required to correct malfunctions encountered in normal use of the equipment and consumable supplies. On call maintenance will be performed during the hours of 9:00 AM to 3:00 PM EST/EDT, Monday through Friday. All maintenance and repair services required under this contract shall be requested by telephone. Government representatives authorized to request on-call service are the USACIL representative or the USACIL Industrial Hygienist (Safety Officer). 1.5 SERVICE RESPONSE Upon receipt of a call for service, the contractor is required to respond within three workdays from the time of the initial call. 1.6 PREVENTIVE MAINTENANCE SCHEDULE The contractor shall provide to USACIL, no less than 10 business days preceding the desired data of service, telephonic notice of his intention to service the covered equipment. Notification shall be provided to the USACIL Chemistry and Firearms Branch. 1.7 SERVICE TICKETS The contractor shall furnish a service ticket for each service call and/or preventive maintenance inspection. Contract items listed in the schedule under full maintenance shall not be included on the service ticket with contract items listed under on-call maintenance. The service ticket shall be itemized to include serial and product numbers and prepared in at least two copies. All service tickets shall be signed with one copy retained by the USACIL representative to validate completion of the Service. 1.8 EXCLUDED ITEMS AND SERVICES Factory reconditioning. Installation of new or replacement equipment (excluding repair parts installed to correct malfunctions). Relocation of equipment. Maintenance required due to abnormal use environment. Alterations or instrument modification. 1.9 PHASE IN/PHASE OUT PERIOD During installation of the micro bulk nitrogen tank, and during any changeover period involving the gas cylinders, the availability of liquid nitrogen and gaseous nitrogen shall not be interrupted for more than one working day, and the availability of compressed gases shall not be interrupted at all. Any proposals must include a plan for this changeover period which outlines how these criteria will be met. The changeover period starts on the first day of the period of performance, 5 December 2014. This Sources Sought Synopsis is issued for maximizing competition.
